SUBJECT Recommendation to Authonze the City Manager to Negotiate and Execute
a Modification to the ProfeSSional Services Contract With Rlos Associates
for the Preparation of Design and Construction Documents for New
Restroom FaCIlities at Douglas Park
INTRODUCTION
This report recommends thatthe CIty Council authonze the City Managerto negotiate and
execute a modification to the eXisting contract With Rlos Associates for the design and
preparation of construction documents for new restroom faCilities and associated
landscape Improvements at Douglas Park m an amount not to exceed $28,500
BACKGROUND
Douglas Park IS a four-acre recreation facIlity containing two tennis courts, a playground,
a lawn bowlmg green With a clubhouse, and a pond system With a watercourse (which has
not contamed water for several years) located at 24th Street and Wilshire Boulevard The
park IS used by a diverse group of residents, varying In age and mterests The contract
In the amount of $195,000 for deSign services was awarded m January 1997 to Rlos
ASSOCiates, a multi-diSCiplinary deSign firm comprised of architects, landscape architects,

furniture, and graphic designers for pond, playground renovation and replacement of the
Irrigation system The eXlstmg restrooms In Douglas Park are old, have detenorated
slg mflcantly, reqUire continuous repairs and do not comply With the Americans With
Disability Act (ADA) A new restroom for Douglas Park was budgeted In FY 1997-98
City Council approved the conceptual design of the restroom In March 1998,
DISCUSSION
The new accessible, code compliant restroom Will serve the community, enhance the
park's appearance, and Will be constructed Simultaneously With the other Douglas Park
Improvements With this modification to contract, Rlos Associates Will complete the
design drawings and prepare construction documents for the new restroom and adjacent
landscape Improvements, Including sIte analYSIS and cost estimates
