SUBJECT Resolution Authorlzmg the CIty Manager to Execute a Memorandum of
Understandmg with the Los Angeles County Metropolitan Transportation
Authority and the City of Santa Monica (Grantee) for the Receipt of Grant
Funding for the Santa MonIca Smart Corndor Extension Enhancement and
the Transit PreferentIal Treatment and Pnonty Systems Projects
Introduction
This report requests that the City Council adopt a resolution authonzlng the City Manager
to execute a Memorandum of Understanding (MOU) with the Los Angeles County
Metropolitan Transportation Authonty (MTA) for the receipt of Proposition C discretionary
grant funding for the Santa MOnica Smart COrridor ExtenSion Enhancement and the TranSit
Preferential Treatment and Priority Systems' projects
Background
The Los Angeles County Transportation Authonty at its June 15, 1995, board meetmg,
approved a one-time grant of PropOSition C discretionary funds to the City of Santa Monica
for the City of Santa MOnica Smart COrridor ExtenSion Enhancement ($265,000) and the
TranSit Preferential Treatment and Priority Systems ($308,000) projects
The Santa MOnica Smart Corndor ExtenSion Project Will proVide a traffic management
system along the Santa MOnica Freeway and the major arterials of PICO and OlympiC
Boulevards In the City of Santa Monica The purpose of the project IS to Improve traffiC

flow though the CIty by monrtonng traffic condItions and adjusting traffic control devIces as
necessary to Improve COrridor mobility The Santa MOnica Smart Corndor Extension
Enhancement project will provide additional traffic signal system Improvements to the
current Smart Corridor project area The enhancements may include upgrading traffic
sIgnal control components and installing closed CirCUit teleVISion cameras at variOUs
locations, and integrating the Improvements Into the Smart Corndor System to provide
signal synchrOnization and central control for regional traffiC management purposes
The Transit PreferentIal Treatment and Pnorlty System project will develop and Implement
a transIt preferentIal treatment and pnorlty system on a regIonal transIt route In the City of
Santa MOnica The deployed system will Increase the efficiency of transit operations by
utilizing new technology to grant tranSit operations prlonty over other vehicles at signalized
mtersectlons The Implementatlon strategy IS to be consistent WIth the recommendations
of the Countywide TranSit Pnorlty System study conducted by the Los Angeles County
MTA
In November of 1990, voters of Los Angeles County approved Proposition C, which
established a one-half percent sales tax to be used for public transit purposes. Under the
program gUidelines, for projects approved for funding, the City has the responsibility of
executing an MOU With MT A which stipulates the terms and conditions of the grant
program

discretionary grant funding In the approximate total amounts of $265,000 for the Santa
MOnica Smart COrridor ExtenSIon Enhancement and $308,000 for the TranSit Preferential
Treatment and Priority Systems projects respectively New appropriations need to be
made at accou nt No 20-770-416-20098-8900-99149, "Santa Monica Smart COrridor
Extension", for $265,000 New account No 20-770-402-20098-8900-99430 was
established for "TranSit Preferential Treatment and Priority Systems" In the amount of
$308,000 A 20% match is required of each program, $65,000 and $76,000, respectively
ThiS Will be appropnated from Proposition C Local Return funds In the year that funds are
expected to be needed, FY 2000-2001 All Proposition C Discretionary Grant revenues
received Will be deposited mto Revenue Account No 20-500-402-00000-0309-10000
Recommendation
Staff recommends that the City CounCil
1 Adopt the attached resolution authOriZing the City Manager to execute an MOU With
the Los Angeles County Metropohtan Transportation AuthOrity for the receipt of
PropOSition C Discretionary Grant Funding for the Santa MOnica Smart COrridor
ExtenSion Enhancement and the TranSit Preferential Treatment and PriOrity
Systems ProJects, and
2 Approve new Capital Improvement Program appropriations as set forth above and
Increase the revenue budget at the revenue account speCified above by $573,000

AUTHORIZING THE CITY MANAGER TO EXECUTEA MEMORANDUM OF
UNDERSTANDING WITH THE LOS ANGELES COUNTY METROPOLITAN
TRANSPORTATION AUTHORITY FOR THE RECEIPT OF GRANT

ENHANCEMENT AND TRANSIT PREFERENTIAL TREATMENT AND
PRIORITY SYSTEMS PROJECTS
WHEREAS, The Los Angeles County Metropolitan Transportation Authority
("MTA") . has approved a one time appropriation of Grant Funding for Fiscal Year 1995,
and
WHEREAS. the MTA conditions the use of said mOnies In accordance with theIr
policies,
NOW, THEREFORE, THE CITY COUNCil OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE
SECTION 1 The City CounCIl of the City of Santa MOnica hereby authorizes
the City Manager to execute a Memorandum of Understanding with the MTA for the
receIpt of Grant Funding for the Santa MOnica Smart Comdor ExtensIon Enhancement
and Transit Preferential Treatment and Priority Systems Projects
SECTION 2 The City Engineer shall forward a certified copy of thiS resolution
to the MTA. for processing
SECTION 3 The City Clerk shall certify the adoption of thiS Resolution, and
thenceforth and thereafter the same shall be In full force and effect
