SUBJECT: Resolution Authorizing the City Manager to Negotiate and
Execute an Agreement with the state Department of
Transportation (Caltrans) to Receive Reimbursement from
the State Share Funds of the State-Local Partnership
Program for Street Maintenance
Introduction:
This report recommends that City Council adopt a resolution
authorizing the city Manager to negotiate and execute an agreement
with the State Department of Transportation (Caltrans) accepting
reimbursement for the State Share Funds from the State-Local
Partnership Program for street maintenance.
Backqround:
In 1989, the state-Local Transportation Partnership Program was
created by Senate Bill 300. This program provides funds for local
agencies for a portion of their annual street improvements. In
order to obtain funding from this program, the City must provide an
application to the local offlce of Caltrans, comply with their
guidelines and execute an agreement with the state.
Discussion:
On June 26, 1991, the City submitted an application to Caltrans for
the state-Local Transportation Partnership Program. Representatives
from the State reviewed the city'S application and inspected the

following streets which were included in the application:
1. loth street- Wilshire Blvd to Santa Monica Blvd.
2. Michigan Avenue- 14th Street to 17th street.
3. Euclid street- Santa Monica Boulevard to Colorado Avenue.
4. Frank street- Wilshire Boulevard to Arizona Avenue.
The four streets were on the cityfs maintenance list as high
priority and were included in the city's street resurfacing
program. This program includes street resurfacing, gutter
construction and the repair of damaged sidewalks, curbs and
driveways. Resurfacing of these four streets was completed in
December 1992. The State funding match for this year (1991-1992)
of the program is 21% or approximately $40,000 of the $200,000
total construction cost for the approved streets.
The agreement with Caltrans stipulates that the city abide by state
policies and guidelines for contract administration, right-of-way
acquisition, construction and engineering finances, maintenance
costs and utilities accommodation for the project. The city has
complied with the above mentioned policies and guidelines and was
requested by Caltrans to execute the agreement prior to the
disbursement of funds.
Budget/Financ1al Impact:
Approval of the attached resolution will result in the city
receiving approximately $40,000 in State-Local Transportation
partnership Program Fund revenue for 1991-92 maintenance program
which will be deposited in Revenue Account No. 01-500-401-00000-
0303-10000, "State-Local Partnership".
Recommendation:
It is recommended that City Council adopt the attached resolution
authorizing the City Manager to negotiate and execute an agreement
on behalf of the city with the state Department of Transportation
(Caltrans) for the purpose of receiving state Share Funds from the
State-Local Partnership Program for street maintenance.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF SANTA MONICA AUTHORIZING
THE CITY MANAGER TO NEGOTIATE AND
EXECUTE AN AGREEMENT ON BEHALF OF
THE CITY TO RECEIVE STATE SHARE
FUNDS UNDER THE STATE-LOCAL
PARTNERSHIP PROGRAM
WHEREAS, the state of California, Department of
Transportation, has approved certain monies to the City of Santa
Monica as state Share Funds of the State-Local Partnership Program;
and
WHEREAS, the Department of Transportation requires monies
from said program be used for maintaining certain streets in the
City of Santa Monica; and
WHEREAS, the City council of the City of Santa Monica
desires to receive State Share Funds under the State-Local
Partnership Program ; and
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES HEREBY RESOLVE:
SECTION 1. The city council of the city of Santa Monica
hereby authorizes the city Manager to negotiate and execute an
agreement with the Department of Transportation (Caltrans) for
State Share Funds under the State-Local PartnerShip Program.

SECTION 2. The city Engineer shall forward a certified
copy of this Resolution to the State of California, Department of
Transportation, for processing.
SECTION 3. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
