SUBJECT: Award of Contract for the Sediment Sampling and Analysis
Portion of the Breakwater Feasibility Study
Introduction
This report recommends that City Council authorize the City Manager
to negotiate and execute a contract for the sediment sampling and
analysis portion of the Breakwater Feasibility study to Leighton
and Associates, in the amount of $72,900.
Backqround
In March 1986 the u.s. Army corp of Engineers conducted an initial
appraisal regarding the reconstruction of the Santa Monica
Breakwater. After this appraisal was completed a determination was
made that further analysis in the form of a Feasibility Study was
needed.
During the 1989-90 budget process, the City Council
approved co-funding this study with the Army Corps of Engineers.
The study has three phases. The first was a reconnaissance study
completed in 1989 which describes the study area, identifies the
problems, and formulates a plan.
The second phase further
evaluates the design alternatives and generates costs data for
each; this phase is now in process. The third phase will include
the project design. The third phase will be undertaken only if the

project is deemed feasible and if approved by the city.
Discussion
The sediment sampling and analysis includes: surveying for sample
locations; obtaining and analyzing surface sediment and coring
samples; evaluating proposed dredge sediment and the receiving
beach site with mechanical and chemical analyses; and preparing a
geotechnical and environmental report.
This is required to
evaluate the extent of Federal interest in reducing storm damage,
navigation and related hazards along the shoreline of the city of
Santa Monica.
Federal interest is determined by comparing the
costs of breakwater construction (including maintenance costs after
construction) to the benefits of damage protection.
When the
feasibility study is completed, Staff and the Army Corps of
Engineers expect to evaluate the benefits and the costs of various
breakwater designs as they relate to the Pier, the beach and
harbor.
A Request for Proposals was sent to five professional firms on
October 29, 1992. The city received two proposals on November 16,
1992, one from Leighton and Associates and another from Fugro-
McClelland (West) Inc., as follows:

The review committee charged with the selection of the consultant
for this project included the city Engineer, the Economic
Development Manager, a civil Engineer in the Engineering Division,
and the U. S. Army Corps of Engineers' proj ect Manager. The
committee recommended selecting Leighton and Associates because of
their excellent performance with the City on the Safety Element of
the General Plan and on the geotechnical studies requested in 1988
for the Santa Monica pier Restoration Project. Leighton and
Associates has satisfactorily performed similar offshore field
investigation projects with Port of Los Angeles and Port of Long
Beach.
Their proposal further includes three experienced WHBE/DBE
subconsultants: Sea Surveyor, for the coring and the positioning
survey: Hamilton Marine Services, Inc., for the vessel use; and
Quiroz Surveying Inc., for additional surveying services. Work to
be performed by these subconsultants totals approximately 65% of
the total contract price.
Budqet/Financial Analysis
The City entered into a Cost Sharing Agreement in FY 1991-92 with
the Army Corps of Engineers to finance a portion of the feasibility
study. The proposal in this staff report for the hiring of a
professional geotechnical consultant to perform materials sampling
and analysis in the breakwater area fulfills the City'S obligation

regarding this agreement.

Recommendation
Staff recommends that City Council authorize the city Manager to
negotiate and execute a contract with Leighton and Associates for
the sediment sampling and analysis portion of the Breakwater
Feasibility study in the amount of $72,900.
