SUBJECT: Recommendation to Award a Contract For the Santa Monica
Municipal Airport Runway Overlay
Introduction
This report recommends that City Council award a contract to
overlay the Santa Monica Municipal Airport runway to Griffith
Company, the lowest responsible bidder in the amount of
$2,324,356.
Background
In 1991, the City received a grant from the Federal Aviation
Administration in the amount of $2,500,000 to repair and overlay
the runway at the Airport.
Santa Monica Municipal Airport runway was originally constructed
in 1942 and is made of Portland Cement Concrete. Over the past
several years, the City has received an increasing number of
complaints about the roughness of the runway. The ride quality
(roughness) of the surface was evaluated using the California
Profilograph Method which measures irregularities of a surface.
The results showed that the roughness of the runway exceeded the
maximum acceptable level for runways.
The project consists of a new asphalt surface overlayed on the
existing concrete surface and will take 4 months to complete.
The airport will be closed for two 4 day periods during the

airport runway experts, who will also provide construction
inspection and management for the project.
Discussion
A Notice Inviting Bids was published on October 14, and 15, 1992
in The Outlook, as well as four construction journals. Bidding
documents were sent to seven women/minority business enterprise
associations. Bidding packages were requested by 27 contractors.
The ci ty received 4 Bids, which were publicly opened and read
aloud on November 23, 1992 by the Deputy City Clerk.

The low bidder, Griffith Company, supplied the city with
references. References were checked and reported that the
contractor's work was satisfactory. The state Contractors
License Board verified that the Contractors license was in good
standing. The FAA reviewed all bids and accepted the Griffith
Company bid as the most responsive bid which met the
Disadvantaged Business Enterprise and other FAA requirements.

Recommendation
It is recommended that city Council:
1. Award a contract to overlay the Santa Monica Municipal
Airport runway to Griffith Company, the lowest responsible
bidder in the amount of $ 2,324,356.00 and
2. Authorize the City Engineer to issue any necessary change
orders to complete additional work in conformance with the
Administrative Instruction on change orders.
