INTRODUCTION
ThlS report requests that City Councl1 approve the attached
resolution recommendlng that Santa Monlca become an assoclate
member of the Cal~fornla Energy Coal~tlon (CEC), a nonproflt
organizatlon dedlcated to developlng energy and envlronmental
efflclency alternatlves.
BACKGROUND
Durlng the past year, several meetlngs between the Clty, Southern
Cal~forn~a Edlson, the Gas Company, and a representative of the
Natlonal Resources Defense COuncll (NRDC) were held to d~scuss
establlshlng a collaboratlve relatlonshlp between the Clty and the
utilltles to develop and ~mplement a comprehenslve energy
conservatlon strategy for Santa Monlca. As a part of thlS process
and based on the NRDC's recommendatlon, a presentatlon was made to
the Clty by the Executlve Dlrector of the Cal~fornia Energy
Coalitlon (CEC) as to how hlS organlzatlon could ass~st Santa
Monlca In the development and lmplementatlon of speclflc

conservatlon measures through facllltatlng a collaboratlon between
the utllitles and the Clty. Based on thlS presentatlon and
subsequent analysls by staff, It lS eVldent that Clty membershlp
In the CEC presents a very promlslng avenue for attalnment of
Santa Monlca's energy efflciency goals.
DISCUSSION
The Envlronmental Programs DlvlSlon, In conjunctlon wlth the Task
Force on the EnVlronment and Clty Councll llalsons, lS developlng
an energy POllCY for the Clty WhlCh has as ltS primary goal
slgnlflcant reductlons in overall Clty energy use by the year
2000. These reductions would be achleved by a serles of long-term
and short-term measures In the transportatlon, resldentlal,
lndustrlal/commerclal, and publlC sectors. AS an assoclate member
of the CEC, the City would recelve asslstance lD completlng the
technlcal analyses necessary to ldentlfy the speclflc efflclency
measures needed to achleve the Clty'S energy reductlon goals.
The CEC was establlshed In 1979 through the sponsorsh1p of
Southern Callfornla Edlson and several large buslnesses in Orange
County (Irvlne Company, TRW, Bechtel Investments, and others) .
The CEC represented the flrst Energy Cooperatlve to be formed by
Southern Callfornla Edlson. Energy Cooperatlves are based on
hlghly lntegrated networks In which electrlc and gas utilltles
contlnuously monltor energy use and verlfy energy use reductlons
by large users. ThlS beneflts the utlllty by provldlng rellable
addltlonal capaclty wlthout capltal lnvestment, and provldes

s1gnlflcant sav1ngs to maJor customers. The energy cooperatlve
concept was then offered to the Clty of IrV1ne to develop an
lntegrated electrlc and gas resource plan to capture deep levels
of energy savlngs for several C1ty facllltles. It 1S antlclpated
that the same types of cooperatively developed energy conservat1on
can be lmplemented 1n Santa Monlca through the ausplces of a CEC-
facll1tated Clty/utlllty/buslness collaboratlon. C1ty staff plan
to hold lnltlal meetlngs wlth CEC staff durlng February to beg1n
the plannlng process for establlshmeLt of the Santa Monlca
program.
BUDGET/FISCAL IMPACT
Assoclate Membershlp In the CEC entalls a $2,000 annual fee by the
Clty. ThlS membershlp fee wlll be processed uSlng eXlsting
budgeted funds In the Env1rocmental Programs D1V1Slon.
RECOMt1ENDATIONS
It 15 recommended that Clty Counell approve the attached
resolutlon to become an Assoclate Member of the Callfornla Energy
Coal1tlon.

WHEREAS, the Clty lS 11kely to ga1n substantlal benef1ts
from JOlnlng wlth other organlzatlons lnterested In promotlng
energy efflclency and mlnlIDlz1ng energy costs.
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1. The Clty of Santa Monlca shall become an
assOClate member of the Calflornla Energy Coaltllon, a prlvate
nonproflt organlzatlon dedlcated to developlng energy and
envlronmental efflclency alternatlves for lts members.
SECTION 2. The Clty Manager shall dlrect staff to work
wlth the Callfornia Energy Coalltlon to promote energy efflClency
In both Clty operat1ons and throughout the Clty.
SECTION 3. The C~ty Clerk shall cert~fy to the
adopt~on of th1s Resolut1on, and thenceforth and thereafter
the same shall be In full force and effect.
