SR-6-S (8) 6-5 SS:SES:LR:pam/CC1310X.word.engine council Meeting: February 23, 1993 FLb ,; Santa Monica, California - ;..d TO: Mayor and city council FROM: City staff SUBJECT: Award of Contract for Replacement of the Moss Avenue Pump station Emergency Generator, Installation of One Emergency Generator at Arcadia Water Treatment Plant and One Emergency Generator at Charnock Well Fields Introduction This report recommends that City council award a contract for the replacement of the Moss Avenue Pump station emergency generator, the installation of one emergency generator at Arcadia Water Treatment Plant and one emergency generator at Charnock Well Fields to Electrical Systems Engineering Co., responsible bidder, in the amount of $364,700. the lowest Backqround During the 1991-92 budget process, City Council appropriated funds for the replacement of the Moss Avenue Pump station emergency generator, the installation of one emergency generator at Arcadia Water Treatment Plant and one emergency generator at Charnock Well Fields. The Moss Avenue Pump station pumps portions of wastewater collected in Santa Monica to the City of Los Angeles. The wastewater is then transported by a series of other pump stations and gravity to the Hyperion Treatment Plant. The existing emergency generator at Moss Avenue Pump station is over 15 years old and must be replaced. 6-5 - 1 - ---- ~. z._ "-' - -~ , The Arcadia Water Treatment Plant and, Charnock Wells and Booster Pumps operate with electric pumps. There is no back up system at these sites and the new diesel powered emergency generators will allow for continued pumping of water during the loss of electrical power. A Notice Inviting Bids was published on November 25 and 26, 1992 in The Outlook, as well as four construction journals. Bidding documents were sent to seven Women/Minority Business Enterprise associations. Bidding packages were requested by 22 contractors. The City Clerk's Office received seven sealed bids. On January 19, 1993, the sealed bids were publicly opened and read aloud by the Deputy City Clerk. Ryco Construction, Inc. Team Construction Corporation O.K. Foley Electric, Inc. Skip's Electric, Inc. Miron Electric Construction Downs Electric, Inc. The lowest bidder, Electrical Systems Engineering Co., supplied the City with references and all references reported that the contractor's work was satisfactory. Award a contract for the replacement of the Moss Avenue Pump station emergency generator, the installation of one emergency generator at Arcadia Water Treatment Plant and one emergency generator at Charnock Well Fields to Electrical Systems Engineering Co., the lowest responsible bidder, in the amount of $ 364,700. - 3 - 2. Authorize the City Engineer to issue any necessary change orders to complete additional work in conformance with the Administrative Instruction on change orders. (c) Pending the study and possible amendment of the Zoning Ordinance, it is necessary, on an interim basis, to require a conditional use permlt for certain comrnerclal uses with extended hours of operation, and for Automobile Washing Facilities. SECTION 2. Interim Zoning. (a) The Planning commission and City staff are directed to disapprove all requests for the issuance of building permits and tentative maps, adminlstrative approvals, development review permits, bUSlness licenses, certificates of occupancy I or any other city permits for projects which involve the following commercial uses, when such uses operate any time between the hours of 10 p.m. and 7 a.m., and are located withln 100 feet of a residential zoning district, unless a conditional use permit is obtained in accordance with the provisions of Part 9.04.20.12, - 2 - CITY COUNCIL STATEMENT OF OFFICIAL ACTION PROJECT CASE NUMBER: Tentative Parcel Map 21159 & Variance 92-013 LOCATION: 3222-3232 23rd Street APPLICANT & APPELLANT: Mohammad Siadat and Mohammad Davari CASE PLANNER: Susan Martin, Assistant Planner REQUEST: Reconsideration of the Council's previous vote regarding the appeal of Planning Commission Denial of Tentative Parcel Map 21159 and Variance 92-013. The request for a variance and tentative parcel map are to allow the sub- division of all, 518 sq. ft. parcel with two existing on-site single family dwellings into two parcels of 6,293 sq.ft. (parcell) and 5,225 sq. ft. (Parcel 2). Parcel 1 has a sub- standard depth of 59' and a 12' nonconforming front yard setback. Parcel 2 has a substan- dard depth of 88' and a nonconforming 5' rear yard setback. CEQA STATUS: Categorically exempt per the city of Santa Monica Guidelines for Implementation of CEQA: Class 5. CITY COUNCIL ACTION 1/12/93 Date. Approved based on the following findings and SUbject to the conditions below. X Appeal denied subject to the findings below. Other. VARIANCE FINDINGS 1. There are no special circumstances or exceptional charac- teristics applicable to the property involved, including size, shape, topography, location, or surroundings, or to the intended use or development of the property that do not apply to other properties in the vicinity under an - 1 - 91 1993, and which does not operate between the hours of 10 p.m. and 7 a.m. SECTION 5. Interpretation. This Ordinance shall not be interpreted to allow any commercial uses not otherwise authorized as a permltted use, or subject to a performance standards permit, in any zoning district. SECTION 6. ThlS Ordinance shall be of no further force and effect 45 days from its adoption, unless prior to that date, after a publlC hearlng, noticed pursuant to Santa Monica Municipal Code Section 9.04.20.22.0501 the City Council, by majority vote, extends the interim ordinance for an addltional 10 months and 15 days. SECTION 7. This Ordlnance is declared to be an urgency measure adopted pursuant to the provisions of Sectlon 9.04.20.16.060 of the Santa Monica Munlcipal Code and section 615 of the Santa Monica City Charter. It is necessary for preservlng the public peace, health and safety, and the urgency for its adoption is set forth in the findings above. SECTION 8. Any provision of the Santa Monica Municipal Code or appendices thereto lnconsistent with the provisions of this Ordinance, to the extent of such inconsistencies and no further, are hereby repealed or modified to that extent necessary to effect the provisions of this Ordinance. - 4 - 1094.6, which provision has been adopted by the City pursuant to Municipal Code section 1400.
