SUBJECT: Recommendation to Adopt Resolution Approving Final
Tract Map No. 22677, 812 17th Street
INTRODUCTION
This report transmits for City Council approval a Final Tract Map
for the following condominium project. The Tentative Map was
approved by the Planning Commission on December 5, 1990.

BACKGROUND
After public hearing and careful review of the record and staff
recommendations, the city Planning commission approved the Tenta-
tive Map for the above project on December 5, 1990. The action
of the Planning Commission was based on its findings that the
proposed subdivision will have no significant environmental im-
pact and is in conformance with all state and local laws and reg-
ulations and applicable General Plan Elements.
The Final Map conforms to the Tentative Map. The License Divi-
sion reports that the developer has agreed to pay the condominium
tax. The project has been approved by the Los Angeles County

Engineer's office and certified by the city Engineer for confor-
mance with the Tentative Map and conditions thereon, the Subdivi-
sion Map Act and local ordinances. The city Attorney's office
has approved the covenants, conditions and restrictions for the
Final Map as complying with the conditions of the Tentative Map
and applicable laws.
BUDGET/FISCAL IMPACT
The recommendation presented in this report does not have a bud-
get or fiscal impact.
RECOMMENDATION
It is respectfully recommended that the Final Map be approved by
adoption of the accompanying resolution.

FOLLOWS:
SECTION 1. That the Final Map for Tract No. 22677 in the
City of Santa Monica hereby is accepted and approved.
SECTION 2. That the city Clerk hereby is authorized and
directed to endorse upon the face of said Map this order authen-
ticated by the Seal of the City of Santa Monica.
SECTION 3. That the City Clerk shall certify to the adop-
tion of this Resolution, and thenceforth and thereafter the same
shall be in full force and effect.

BACKGROUND
Obiectives of Revisions
The proposed changes have several objectives:
1) To clarify requirements. Several existing paragraphs which
contain more than one development standard have been broken up so
that most paragraphs deal with separate subjects. The order of
some paragraphs has also been changed to group similar subjects.
In addition, some of the existing language has been modified for
the sake of greater clarity. For example, as the result of a
suggestion from a member of the public, the revisions clarify the
distinction between standard yard setbacks and special setback
requirements for upper portions of buildings by designating the
special upper requirements as "stepbacks.1t
2) To add new requirements_ Restrictions on placement of
basements, roof decks, and several other standards have been
added. An additional street sideyard setback requirement has
been added for corner lots.
3) To modify existing requirements. Several existing sections
establishing special setbacks have been significantly revised to
express these requirements in percentage, rather than absolute
terms. This would make requirements proportional to the size of
