SUBJECT: Recommendation to Authorize the City Manager to Approve
Professional Services in an Amount not to Exceed
$30,000 to Complete the Mid-city Area Neighborhood
Traffic Plan Environmental Impact Report.
INTRODUCTION
This report recommends that the City Council authorize the City
Manager to approve additional expenditures for professional
services in relation to the Mid-City Area Traffic Plan
Environmental Impact Report (EIR).
The EIR is currently in
preparation, however, additional services are necessary. The
Mid-ci ty study area is bounded by Wilshire Boulevard on the
north, Colorado Avenue on the south, 26th Street on the west and
centinela Avenue on the east.
BACKGROUND
On May 12, 1992 the city Council requested that staff prepare an
Environmental Impact Report (EIR) to analyze the impacts of
implementing the neighborhood traffic plans proposed in the
Mid -ci ty area.
A neighborhood traffic plan is a comprehensive
and coordinated implementation of traffic control measures to
address neighborhood traffic concerns. The primary objective of
such a plan is to mitigate the volume of "through" traffic which
is traveling or "cutting" through residential areas.

After a consultant selection process, The Keith Companies was
selected to prepare the EIR.
since the start of the EIR, two
additional issues have arisen which require the scope and cost of
the EIR to be expanded. These issues are:
o At the request of the City of Los Angeles,
additional costs were added for analyzing
intersections located in the city of Los Angeles.
o At the request of the City Attorney's Office,
additional costs were added for analyzing two
additional alternatives to make a legally adequate
EIR.
A public Draft EIR for the Mid-city Area Traffic Plan should be
available for review by the end of April, 1993.
BUDGET/FINANCIAL IMPACT
The total cost to complete the Mid-City EIR will not exceed
$30,000.
Funds for the EIR will come from account #
01-770-415-20091-8900-99270,
the
traffic
mitigation
fees
associated with the Colorado Place Phase III and Watergarden
development agreements.
RECOHHENDATION
It is recommended that the City Council authorize the City
Manager to approve professional services with The Keith Companies
to complete the Mid-City Area Traffic Plan Environmental Impact
Report (EIR) in the amount not to exceed $30,000.
