Subject: Recommendation to Authorize the City Manager to
Negotiate and Execute a Contract with Lindmark
Engineering in the Amount of $229,840 for Remediation
Activities at Fire station 1
Introduction
This report recommends that Council authorize the city Manager to
negotiate and execute a contract with Lindmark Engineering in the
amount of $229,840 to conduct remediation activities related to
the release from underground storage tanks at Fire station 1.
Background
The city currently owns and operates twelve underground tank
facilities. staff maintains an Underground storage Tank
Management Program to ensure the environmental integrity of
City-owned underground tank facilities and minimize liability for
environmental impairment due to potential subsurface
contamination. As a result of this program} the forty year old
tanks at Fire Station 1 were determined to have failed their
integrity tests. Immediately upon receipt of the tank integrity
test results, the city emptied the remaining contents of the
tanks. The empty tanks have since been removed, and a new
underground tank and fueling system for Fire station 1 is

expected to be installed within the next few weeks under a
contract which was previously awarded.
staff has identified the appropriate clean-up technology which
will bring the site into compliance with local and state
standards.
Discussion
Proposals were solicited and received from six consultants with
expertise in thermal enhanced vapor extraction (TEVE). TEVE was
determined to be most appropriate cleanup technology due to
contaminant type and extent, site logistics and minimization of
the City's long term environmental liability.
An interdepartmental committee was convened to review proposals.
The committee was comprised of representatives from the
Environmental Programs Division, City Attorney's Office, Fire
Department and General Services.
The committee reviewed each proposer's remediation technology,
experience, permitting requirements, professionalism, references
and cost. Following an analysis of all proposals it was the
recommendation of the committee that Lindmark Engineering, Inc.
be awarded the contract to conduct the remediation at Fire
station 1.
Budget/Fiscal Impact
Funds in the amount of $220,000 are budgeted for this project in
CIP account number 01-710-662-20093-8900-99020 and funds in the

amount of $9,840 are available in elP account number
01-710-401-20092-8900-99020.
Recommendation
staff recommends that Council authorize the city Manager to
negotiate and execute a contract with Lindmark Engineering in the
amount of $229,840 to conduct remediation activities at Fire
Station 1.
