SR-6-G (39). ~ , R ~ZUTM:CPD:F$:SF:PH ~ ;• w/ashgresl ~ COUNCIL MEETING: March 23, 1993 TD: Mayor and City Council FROM: City Staff r ~F~~ ~ ~ ~~~ Santa Mon~ca, California SUBJECT: Recommendation to Approve Resolution Exte~ding the Time Period f~r Exercising the Landmarks Commission Certificate of Appropriateness Permitting Exterior Modifications to th~ Billiard Building at 250 5anta Monica Piex INTRODUCTION This report recommends that the City Council extend by resolution the time period for exercising Certificate of Appropriateness LC-02-006II permitting exterior modifications to the Billiard Building at 250 Santa Monica Pier. Pursuant to Section 9.36.170(h) of the SMMC, this approved Certificate of Appropriateness will e~pire on April 10, 1993 if it is not extended by the City Council. staff is recommending a 180 day extension to the permit which will extend the permit until October 7, 1993. The City Cvuncil Resalution is contained in Attachment A. BACKGROUND The Landmarks Commission appro~ed this Certificate of Appropriateness permit an October 12, 1992. The project involves exterior madi~ications to existing windows and doors of the Billiard Building to accamYnodate a new building tenant, the Ash Grove Theatre. The Billiard Building is a historic building constructed on the Piar in 1923. ~ - 1 - ~~K " ~ ~ `, ~ d~y~ As stipulated in the Landmarks Ordinance, permit approval expires within 180 days unless the authorized work has begun. The Pier Restoration Corporation (PRC) and Ash Grove tenants have been delayed in obtaining Coastal Commission appravals for a variety of reasons. This project is scheduled ta go before the Coastal Commission in April. Therefore, the PRC and the Ash Grove tenant have been unable to begin work an the project within the time specified in the Certificate of Appropriaten~ss. Canstruction is now expectad to begin in May or June of this year. When the application for the Certificate of Appropriateness was presented to the Landmarks Commission~ this potential delay of required approvals was noted. The Commission, at that time, recommended that the City Council extend the Certificate appraval by resolutian for the maximum 180 day periad if it appeared the approval would expire. If the Certificate of Appropriateness is not extended, th~ PRC and tenants would be r~quired to resubmit a Certificate of Appropriateness application. The resubmitted Certificate of Appropriateness application would restart the Landmarks Commission appro~al process. As stated in Section 9.36.250 of the Landmarks Ordinance, Certificate of Appropriaten~ss appravals may only be extended by City Council resolution upon a recommendation o€ the Landmarks Commission. BUDGET~FINANCIAL IMPACT The recommendation presented in this report does nflt have any budget or fiscal impact. ~ 2 - RECOMMENDATION It is respectfully recommended that the Council adopt the attached resolutian ta extend Certificate of Appropriateness LC-02-006II for 180 additional days. The permit will then expire on October 7, 1993.
