SR-6-C (44) ... 6-c t\'V:' r, ~, H ~," GS:SES:LR/pam/stlpp.wp51 Mn &...,., W ....:JoJ Council Meeting: March 23, 1993 Santa Monica, Calrfornia r SUBJECT: Resolution Authorizing the City Manager to Negotiate and Execute a Memorandum of Understanding with the Los Angeles County Transportation Commission for the Receipt of Proposition C Discretionary Grant Funding for the Santa Monica Smart Corridor Extension and North/South Class II Bicycle Lane Projects .Introduction: This report requests that City Council adopt a resolution authorizing the City Manager to execute a Memorandum of Understanding (MOU) with the Los Angeles County Transportation Commission (LACTC) for the receipt of Proposition C Discretionary Grant funding. Backqround: In November of 1990, voters of L.A. County approved proposition C, which established a one-half percent sales tax to be used for public transit purposes. The Los Angeles County Transportation Commission, at its September 23, 1992 board meeting, approved a one time grant of Proposition C Discretionary funds to the city of Santa Monica, for the Santa Monica Smart Corridor Extension Project ($2,250,000) , and the North/South Class II Bike Lane Project ($131,000). Oiscussion The Smart Corridor Extension will upgrade and synchronize traffic signals and fund other mobility upgrades along two of the City's 1 6- C MAi'; 2, v !9J] , " principal east/west arterials, Olympic Boulevard and pico Boulevard. The proj ect , which extends the existing Los Angeles Smart Corridor Project approximately 3.3 miles, spans from the easterly city limits (Centinela Avenue) to Fourth street: pico Boulevard, Route 10 (Santa Monica Freeway) and Olympic Boulevard are included within the corridor. Participating agencies include the Los Angeles Department of Transportation, Caltrans, Los Angeles County Transportation Commission, California Highway Patrol, and the Federal Highway Administration. other municipalities that Santa Monica will coordinate with include the City of Los Angeles, Beverly Hills and Culver city. The purpose of the Santa Monica Smart corridor Extension project is to address the problems of corridor mobility and, to some degree, on-road mobile source air pollution. The Santa Monica Smart Corridor system will address these problems by 1) monitoring and controlling traffic flows, especially during conditions of heavy congestion, 2) managing accident and other non-recurring incidents, and 3) providing motorist information. The monitoring and control of traffic flows will be accomplished through the expanded use of existing systems for both freeway and arterial traffic, under the coordinated management of the Smart Corridor centralized computer system. Examples of typical components of the Smart Corridor system used to monitor congestion, accidents and provide motorist information include closed circuit 2 '- - television, changeable message signs (on the freeway) , arterial directional signage, and radio and/or telephone messages advising the pUblic of the traffic conditions. The Bike Lane Project will provide Class II (i.e. striped, bicycles only) lanes on both sides of Seventh street, Eleventh street and Seventeenth street. This project will serve north/side bicycle traffic throughout the mid-section of the City from Wilshire Boulevard to Olympic Boulevard. The Class II bicycle lanes will be implemented by removing the mid-block two-way left turn lanes and restriping the street with the addition of the bicycle lanes. Each segment is approximately 3/4 of a mile long. These bicycle lanes will only be installed if and when the Draft Bicycle Master Plan is adopted by Council. Under the program guidelines, for projects approved for funding, the city has the responsibility of executing a MOU with LACTC stipulating the terms and conditions of the grant program. I f the City does not execute the MOU by April 1, 1993, there is a substantial risk that the LACTC will reallocate the funds to another City's eligible programs. Budqet/Financial Impact: Approval of the attached resolution will result in the city receiving Proposition C Discretionary revenues in the approximate total amounts of $2,250,000 for the Smart Corridor Extension and 3 "- - $131,000 for the North/South Class II Bike Lane projects respectively. New appropriations need to be made at Account No. 20-770-416-20093-8900-99149, "Santa Monica Smart Corridor," for $2,250,000 and at Account No. 20-770-416-20093-8900-99216, "Bicycle Lanes" for $131,000. All revenues received will be deposited into Revenue Account No. 20-500-401-00000-0309-10000. Matching funds for the Santa Monica Smart Corridor Extension Project equaling $750,000 are available at Account No. 20-130-224-00000-0477-10000, "Prop. C Local Return." Recommendation: It is recommended that City council: 1. Adopt the attached resolution authorizing the City Manager to negotiate and execute a MOU with the LACTC for the receipt of Proposition C Discretionary Grant Funding for the Santa Monica Smart Corridor Extension and North/South Class II Bicycle Lane projects. 2. Approve new Capital Improvement Program appropriations as set forth above and increase the revenue budget at the revenue account specified above by $2,381,000. The City CounCl.l of the City of Santa Monica hereby authorizes the City Manager to execute a Memorandum of Understanding with the LACTC for the receipt of Proposition C Discretionary Grant Funding for the Santa Monica Smart Corridor Extension and North/south Class II Bicycle Lane projects. SECTION 2. The city Engineer shall forward a certified copy of this Resolution to the LACTC, for processing. 5 0- . SECTION 3. The city Clerk shall certify the adoptlon of this Resolution, and thenceforth and thereafter the same shall be in full force and effect.
