INTRODUCTION
The attached chart (Attachment A) was prepared to assist the
Council discussion on the subject. It indicates a comparison of
the existing and staff recommended FAR's in each zoning district
and the recommended mix of uses and large parcel reductions.
The chart is consistent with the staff recommendatlon contained
in the February 9, 1993 staff report, with the exception of the
mix of uses for the C5 district. If Council approves the zoning
recommendation contained in the February 9th staff report,
virtually all C5 parcels will have already been developed or
subject to a Development Agreement. Therefore, no real reduction
in future development will occur, except that replacement of
existing non-conforming buildings will be prohibited.
The attached map (Attachment B) is consistent with the map
contained in the previous staff report I with the exception of the
parcel located on the southeast corner of stewart street and
Colorado Avenue. The original map incorrectly included a small
portion of the Gas Company property in the "residential only" r-A
area.

BUDGET/FINANCIAL IMPACT
The recommendation presented in this report does not have a
budget or fiscal impact.
RECOMKENDATrON
staff's recommendation continues to be that the City council
review the commercial Development Standards Program Environmental
Impact Report, direct staff to prepare implementing ordinances on
the Council's preferred standards, and if necessary, direct staff
to prepare additional environmental analysis on the standards.
