LUTM: PB:RF:db: 242526sr/winword Santa Monica, California Council Meeting, April 13, 1993 To: Mayor and city Council From: city staff Subject: Recommendation to Direct the City Attorney to prepare Ordinances Establishing Preferential Parking Zones Throughout the city Introduction This report recommends that the City council direct the City Attorney to prepare ordinances establishing the following preferential parking zones: 1. 10th street between Montana Avenue and Alta Avenue. 2. 24th, 25th, 26th streets between pico Boulevard and Pearl street and Pearl street between Cloverfield Boulevard and 26th street. Additionally, the Planning staff should be directed to conduct an environmental review of the proposed preferential parking zones. Discussion staff received qualifying petitions from residents on 10th street between Montana Avenue and Alta Avenue, and 24th, 25th, and 26th streets, between Pico Boulevard and Pearl street, and Pearl street between Cloverfield Boulevard and 25th street requesting the establishment of preferential parking zones in their neighborhoods. 6-F i.1 r ~~j , ' - " . ..-Ji....._ ..... -...... -. :'.i The qualifying petition from 10th street is from a single-family neighborhood. This street is impacted by the commercial development along Montana Avenue, specifically the restaurant developments. As required by code, staff conducted a parking study and analysis of the proposed preferential parking zone. The parking study results showed that of the 54 total parking spaces available, the average occupancy rate was 62%, with 72% utilization by non-resident parkers. Staff has determined that the appropriate parking restrictions for the 10th Street zone should be "No Parking, 9 a.m. to 9 p.m. Daily, Except by Permit" . These hours of enforcement were determined from the parking study results which concluded the influx of non-resident parkers was directly related to the hours of operation of the neighboring restaurants and commercial development. The proposed zone in the Sunset Park area is primarily single- family residential with some multi-family developments. This area is impacted by non-resident parkers attending Santa Monica College or visiting commercial development along Pico Boulevard. The parking analysis indicated that the average occupancy rate was 56%, with 66% utilization by non-resident parkers. These results indicate that the establishment of preferential parking would help address the parking needs in this neighborhood. Staff recommends that the parking restrictions for this zone be consistent with the existing Santa Monica College Preferential 2 -~----- Parking Zone L, II No Parking, 8 a.m. to 8 p.m. Monday through Thursday, and 8 a.m. to 5 p.m. Friday, Except by Permitll. staff also sent a survey to all residents of Pearl Street between 25th Street and 26th street asking them if they would like to be included on the petition for preferential parking because this section of Pearl street is contiguous to the proposed zone. The resul ts of the survey did not yield sufficient signatures to be included at this time. However, it is recommended that Council incorporate this street in the ordinance adopting this zone but not post signs until a qualifying petition is received. Conclusion staff has determined that all of the areas from which petitions were received satisfy the criteria in the enabling ordinance for establishment of preferential parking, specifically the sections of the criteria that state, "non-resident vehicles substantially and regularly interfere with the use of the majority of available public street II and "non-resident vehicles interference occurs at regular and significant daily or weekly intervals". BUdqet{Financial Impact It is estimated that approximately 250 permits will be purchased by area residents in the proposed zones. This will generate approximately $3,750.00 annually in additional revenue in FY 93/94. upon adoption of the ordinance establishing the preferential parking zones, budget revenue account 01-210-415- 00000-0029-10000 should be revised to reflect an increase of 3 $3,750.00. Installation of signs will be done by City crews. The department's current budget should be sufficient to finance necessary expenditures involved with establishing these zones. Recommendation It is recommended that the City Council: a) Direct the City Attorney to prepare ordinances establishing preferential parking zones as outlined in this staff report; b) Direct the planning staff to conduct an environmental evaluation of the proposed zones; and c) Upon adoption of ordinances establishing these zones, revise budget revenue account 01-210-415-00000-0029-10000 to reflect $3,750.00 in additional revenue from the sale of new preferential parking permits.
