Subject: Recommendation to Authorize City Manager to
Negotiate and Execute a Lease with the Federal
Aviation Administration for the placement of a
Localizer Directional Aid Antenna on airport
property.
Introduction
This report requests the City Council to authorize the City
Manager to negotiate and execute a lease with the Federal
Aviation Administration for the placement of a localizer
antenna which will improve aviation safety and decrease the
noise in the neighborhoods east of the airport.

At the request of the City Council and Los Angeles Council
Member Marvin Braude, a special legislative appropriation was
sponsored by u.S. Representative Mel Levine in 1989 to fund
the purchase and installation of a Localizer Directional Aid
(LDA) facility at Santa Monica Airport. The LDA is a
sophisticated landing device which provides extremely
accurate guidance to aircraft attempting to identify and land
on the runway.
The LDA will allow aircraft to make a straight-in approach to
the airport negating the need for aircraft to circle low over
the West Los Angeles and Santa Monica neighborhoods
surrounding the airport which the present approach requires.
This instrument will also raise the minimum altitudes
necessary to approach the airport thereby reducing noise
levels near the Hollywood Bowl. 6

The LDA system consists of an equipment enclosure and an
antenna array, together with underground power and control
cables, It utilizes solid state electronics and emits no
light, noise, vibration, fumes or other pollutants. The LDA
antenna will be located on top of a 30 foot tower on the
northeast side of the airport. The antenna and tower meet
the height requirements of the runway approach slope surface.
The entire system will be in a fenced area approximately 66
feet long and 30 feet wide.
The lease term coincides with the expiration of the Airport
Agreement in 2015. The lease has been reviewed and approved
to form by the City Attorney.

The lease with the FAA is not for any monetary consideration
which is the standard for FAA installed facilities on
airports. The FAA is providing full funding to install the
localizer and is responsible for all maintenance of the
facility.
Recorrunendation
Authorize City Manager to negotiate and execute a lease with
the Federal Aviation Administration for the installation of a
Localizer Directional Aid antenna.

Introduction
This report concerns award of bid to furnish and deliver one (1)
New and Unused Propane Powered 4000 lb. Forklift Truck for the
Civic Auditorium Division, Cultural and Recreation Services
Department, in the total amount of $16,Ol5.59, including
applicable sales tax.
Background
In response to published Notices Inviting Bids (published August
26 and 27, 1991) to furnish and deliver One (1) New and Unused
Propane Powered 4000 lb. Forklift Truck in accordance with City
specifications, bids were received and publicly opened and read
on September 17, 1991. Proposal forms were mailed to four
vendors and notices were advertised in accordance with City
Charter and Municipal Code provisions. Three proposals were
received as follows:

The low bid submitted by Johnson Lift does not meet specifi-

cations because the engine power is not equipped for high
temperature shut downs. The bid submitted by Forklift Sales
offered a manufacturer brand which is currently in use by the
civic Auditorium. This particular brand has had a very poor
service record requiring excessive down time and disruption in
operations. ..

finds that it meets city specifications.
BUdget/Financial Impact
Fiscal Year 1991/92 appropriation authority for this purchase is
in the Civic Auditorium Division, Cultural and Recreation
services Department, account number 32-400-621-00000-8850-00000.
Recommendation
It is recommended that the bids from Johnson Lift and Forklift
Sales be rejected and award Bid #2374 be made to Clarklift of
L.A. in the total amount of $16,015.59, including applicable tax,
as the best bidder.
