SUBJECT: Recommendation to Award Bid to Furnish and Deliver
Miscellaneous Ultra Low Flow Toilet Fixtures, Bid #2392
Introduction
This report concerns award of bid to furnish and deliver
miscellaneous ultra low flow toilet fixtures for the Environmental
Program Division at specified unit prices, plus applicable sales tax.
Background
In response to published Notices Inviting Bids (published October 23
and 24, 1991) to furnish and deliver miscellaneous ultra low flow
toilet fixtures in accordance with city specifications, bids were
received and publicly opened and read on November 22, 1991. Proposal
forms were mailed to eleven vendors and notices were advertised in
accordance with City Charter and Municipal Code provisions. One
proposal was received as follows:

of Miscellaneous Toilet Fixtures
Familian Bay Area Pipe and Supply $31,703.62
The toilet fixtures will be used in the city's "Bay Saver" direct
install program. It is a continuation of existing hardware currently
in use throughout the program. This hardware is being used because

- . staff research and testing indicated that it was rated highest for
performance and reliability of ultra low flow toilet fixtures.
It is necessary for the successful bidder to be in close proximity to
the city for "will callI! orders by authorized personnel. Familian
Bay Area Pipe and Supply is located in Santa Monica.
In July, a similar requirement was bid and three bids were received.
Familian Bay Area Pipe & Supply was the lowest and best bidder.
Their current bid is below the previous bid prices.
The other two vendors that previously bid were contacted and they
stated they are no longer prime distributors of the products
specified and declined to bid alternate products because they would
not be competitive.
Staff has evaluated the low bid and finds that it meets City
specifications.
BUdget/Financial Impact
Fiscal Year 1991/92 appropriation authority for this purchase is in
the Environmental Program Division account number
31-110-662-00000-4439-00000.
Recommendation
It is recommended that the award of Bid #2392 be made to Familian Bay
Area Pipe and Supply at specified unit prices, plus applicable tax,
as the lowest and best bidder.
