SUBJECT: Recommendation to Award Bid for the Sale of Three 22-Cubic
Yard Refuse Bodies, Bid #2328
Introduction
This report concerns award of bid for the sale of three 22-cubic yard
refuse bodies for the Solid Waste Division, General Services
Department, in the total amount of $75,000.00.
Background
In response to publlshed Notices Inviting Bids (published April 22
and 23, 1991) for the sale of three 22-cubic yard refuse bodies in
accordance with city specifications, bids were received and publicly
opened and read on October 14, 1991. Proposal forms were mailed to
twenty vendors and notices were advertised in accordance with city
Charter and Municipal Code provisions. One proposal was received as
follows:
city of Pasadena $75,000.00
These refuse packers are belng sold because they are "fully
automated" vehicles and not appropriate for the more efficient
"semi-automated" program now used in the City. The "semi-automated"
program allows trash trucks to plck up the blue semi-automated trash

containers as well as serve mUlti-family residential and commercial
customers who use trash bins. The "semi-automatedll program was

developed following detailed analysis by staff concerning the City's
trash collection policy. It was determined that the city of Santa
Monica would best be served by semi-automated pick up because of the
difficulty presented by alley pick-up service in Santa Monica which
would require truck operators, in "fully-automated" trucks, to
physically position the containers for hoisting about 65% of the
time. It was determined that the "semi-automated" trucks allow for
pick up of either cans or bins and would thus maximize routing
efficiency.
The bid specifications originally requested the sale of four
automated refuse packers and was scheduled to open on May 28, 1991.
However, no bids were received.
staff revised the specifications omitting the "minimum bid" amount
and expanded the bidders' list to include three major liRe fuse News"
magazines. Several verbal inquires were received but no formal bids
until the City of Pasadena submitted an alternate bid of purchasing
only the bodies of three of the four refuse packers.
staff has evaluated the bid and finds that it is acceptable. The
city of Pasadena will remove the existing bodies on the trucks and
return the chassis to the city. The Solid Waste Division will be
purchasing three (3) 16 yard rear loader bodies to be installed on
the chassis upon return from the City of Pasadena. These vehicles
will be used as refuse trucks. The remaining unsold 33 cubic yard
refuse packer will have the body replaced with a 20 cubic yard rear
loader body and also will be used as a refuse truck.

Recommendation
It is recommended that the award of Bid #2328 for the sale of three
22-cubic yard refuse bodies be made to the City of Pasadena in the
total amount of $75,000.00.
