SUBJECT: Recommendation to Award Bid to Furnish and Deliver
Refuse containers, Bid #2394
Introduction
This report concerns award of bid to furnish and deliver refuse
containers for the Solid Waste Management Division, General
Services Department, at specified unit prices, plus applicable
sales tax, and two one-year renewal options.
Background
In response to published Notices Inviting Bids (published
January 7 and 8, 1992) to furnish and deliver refuse containers
in accordance wi th city specifications, bids were received and
publicly opened and read on January 23, 1992. Proposal forms
were mailed to three vendors and notices were advertised in
accordance with City Charter and Municipal Code provisions. Two
proposals were received as follows:

The bid specifications requested plastic refuse containers with
hinged lids in the 32 to 40 gallon capacity range. The
containers are for semi automated pickup services and must be
compatible with existing semi auto lift units on City owned
refuse trucks.
The low bid is a 40 gallon container which contains 10% post
consumer recycled plastics.
These refuse containers will be used to complete the City's
inventory of containers in the size class and enable residential/
commercial customers to subscribe to multiple option service
categories associated with the April 1, 1992, change to volume
based rates.
This purchase will ensure adequate supply in this size category
for customers who wish to reduce their refuse generation and
subscribe to less costly service capacity.
staff has evaluated the low bid and finds that it meets City
specifications.
BUdget/Financial Impact
Fiscal Year 1991/92 appropriation authority for this purchase is
in the Solid Waste Management Division, General Services
Department, account number 27-710-441-20092-8900-99227.

Recommendation
It is recommended that the award of Bid #2394 be made to The
Mark - Costello Company at specified unit prices, plus applicable
sales tax, as the lowest and best bidder, and two one-year
renewal options.
