Introduction This report recommends that City Council authorize the City Manager to negotiate and execute a contract with HazPak Environmental, Inc. in the amount of $80,000 to provide hazardous waste transportation and recycling/disposal services. Background state and federal regulations require that hazardous wastes from emergency response operations and in-house activities be stored at city facilities for no longer than 90 days prior to recycling or disposal at a state or federally permitted facility. Hazardous waste must also be transported by a state certified and permitted company. The City of Santa Monica generates regulated hazardous waste on a continuous basis from emergency response and in-house activities and the Household Hazardous Waste Collection Facility. Hazardous waste which is generated as a result of Underground Tank Management Program operations is also subject to these requirements. In July, 1991, HazPak Environmental, Inc. was selected to provide hazardous waste management services to the City pursuant to a professional services purchase order (Purchase Order #085046) in 6 --C - 1 - FEE 1 ~ 1992 - - " . the amount of $49,000. A combination of greater than anticipated community participation at the Household Hazardous Waste Collection Facility and the additional activities of the City Underground Tank Management Program has caused the city to exceed the original scope of services in the existing purchase order. Staff anticipates that additional transportation and recycling/disposal costs for the remainder of fiscal year 91/92 will not exceed $80,000. Staff has reviewed proposals from three companies to provide hazardous waste transportation/disposal services. Based upon a compliance audit, price considerations and safety records, staff has determined that HazPak Environmental, Inc. continues to be the most appropriate company to provide these services. Financial/Budget Impact Funds in the amount of $30,000 for the proposed contract are available in Environmental Programs account 31-110-662-00000-5506-00000 and in the amount of $50,000 in CIP account 01-710-401-20092-8900-99020. Recommendation Staff request that City Council authorize the city Manager to negotiate and execute a contract with Hazpak Environmental, Inc. for hazardous waste transportation and recycling/disposal services in the amount of $80,000.
