Rate Structure for City's Integrated Solid Waste
Management Programs
INTRODUCTION
This report recommends that city council approve the attached
resolution to implement, effective April 1, 1992, a new rate
structure for services associated with Santa Monica's Integrated
Solid Waste Management programs which are financed by the City's
Solid Waste Management Fund. The proposed rate structure changes
are consistent with waste reduction and waste diversion mandates of
AB 939 as well as adopted Council policy.
BACKGROUND
The State of California is in the midst of a solid waste "crisis".
At present, the most prominent manifestation of this crisis is
state Assembly Bill 939 which mandates that every city in
California divert 25 percent of its total solid waste from
landfills by 1995 and divert 50 percent of its total solid waste by
the year 2000. The City of Santa Monica assumed a leadership

position on this issue when in May 1989, several months prior to
the passage of AB 939, City council adopted a 25 percent diversion
goal for 1994 and approved several enhancements to the City's
Integrated Solid Waste Management/Recycling programs.
Santa Monica provides a multi-faceted group of solid waste services
which include street sweeping, handling and disposal of household
hazardous wastes, litter container service, and extensive recycling
services (described herein) as well as direct refuse services.
These activities are all funded in the solid waste rate structure.
It should be noted that refuse rates were last revised in June
1990.
One of the enhancements which was approved by the city council in
1989 was the conversion of service to all single-family customers
to an automated collection system to both increase collection
efficiencies and lay the groundwork for adoption of a volume-based
charge system. Based on additional analysis this proposal was
later changed to a semi-automated collection concept. Since its
implementation in July 1991, the city has distributed approximately
9,000 specially designed blue refuse carts to all single-family
residents to be used in place of ordinary trash cans and bags.
Approval was also requested and received from Council in August
1991 to purchase and distribute an additional 5,000 of the standard
containers to multi-family buildings with ten or fewer dwelling
units. All of the mUlti-family containers were distributed during

November and December. The final phase of the conversion to semi-
automated collection, scheduled for March 1992, involve the
distribution of the new City containers to approximately 500 small
businesses who have previously used individual trash cans/bags.
Three different sizes of the City-provided containers are
available: 40 gallons, 68 gallons and 95 gallons. Since the
distribution of the containers, trash collection activities under
the new system have been operating smoothly, and over the past few
months all affected customers have received ample opportunity to
adjust the number and sizes of their containers based on their
actual needs.
DISCUSSION
Integral to the revisions in Solid Waste service is the recent
increase in the frequency of recycling collection to once a week
which provides additional opportunities for reducing the amount of
waste requiring disposal. Also very significant to the concept of
the semi-automated collection system, as presented to Council and
described to City refuse customers in brochures and other public
information materials, is the fact that such a system enables the
city, for the first time, to base refuse rates on the actual volume
of waste which is generated. In other words, these customers can
now be charged for refuse collection and disposal services based on
the size and number of containers which they use. This change will
move the Solid Waste Enterprise towards a true "utility" concept,

similar to the water and wastewater enterprises.
What is proposed in the new rates is a structure whereby single-
family and small business customers who are now on semi-automated
city container service and who generate significantly less solid
waste than the "average" will have a lower refuse bill than an
average customer in their service category. The proposed rates for
commercial customers who pay for city refuse bin service (two cubic
yard capacity) will continue and enhance the volume-based pricing
structure which has been in place for some time for these
customers. It is not proposed that volume-based rates be applied to
multi-family customers at this time, including ten unit or less
buildings who are now using City provided semi-automated
containers, due to special considerations associated with the pass-
through of penalties/rewards to tenants which are discussed below.
A description of the specific elements of the proposed refuse rate
structure as it relates to each of the city's customer categories
follows.
Single-Family Residential Customers
The current refuse charge for single-family residential is $32.78
bi-rnonthly. This current charge is the same for all single-family
customers regardless of the number of containers which are set out
for collection. The proposed rate structure establishes one 95
gallon container as the "benchmark" for single-family customers and
sets the new rate for this category at $37.02 bi-monthly, a 13

percent increase. If a single-family customer is able to use no
more than one 40 gallon container the bi-monthly charge would be
$26.08, a 20 percent decrease from their current rate and 30
percent below the new benchmark rate for the single-family group.
Conversely, those single-family customers who generate large
amounts of waste and require both a 95 gallon and a 68 gallon
container would be charged a total of $65.49, a 77 percent increase
over the single 95 gallon container rate. other single-family rates

It is proposed that provisions also be made for those instances
where residents may occasionally have more trash than what they
normally generate. Instead of requesting an extra container,
special plastic trash bags will be available from the city for
$2.75 each. The $2.75 charge represents purchase price of the bag
and collection and disposal of the bag as extra-volume refuse. Bags
will be allowed to be filled with no more than 40 pounds of refuse
each, or wrapped around bundles of brush no more than 40 pounds or
four feet in length. It is also proposed that following the

effective date of the rate resolution (April 1, 1992) the city will
charge a fee of $11.35 per trip for delivery of extra containers
whether in the form of an overall volume increase or an increase in
the quantity of containers. No trip fees will be charged for
delivery of containers which result in a decrease in the volume
capacity and/or quantities of containers.
Commercial Semi-Automated container Service
Customers in this category are primarily smaller commercial
buildings which were previously on individual can service and have
now been incorporated into the City's semi-automated collection
program. The proposed charges will be wholly a function of the
number and size of the semi-automated containers which are required
and the frequency of collection. Customers in this category
select the size(s) and number of containers as well as the
collection frequency which best suits their needs and will then be
billed accordingly. The new rates therefore create a very strong
incentive for source reduction and recycling by these customers.
For example, a commercial customer who requires one 95 gallon
container to be collected twice weekly will be charged $75.46 bi-
monthly, a 12 percent increase over their current bi-monthly charge
of $67.20. If they are able to reduce their volume to one 68 gallon
container collected twice weekly, they will be charged a total of
$60.36 or 10 percent less than their present rate. Examples of the
rates for different container sizes assuming twice weekly
collection service is presented below.

Commercial Bin Service
The City's present rates for commercial refuse bin service reflect
very directly a volume-based concept. The proposed rate structure
will enhance this volume-based rate structure by introducing
additional options to commercial customers in the form of variable
collection frequencies. Currently, commercial customers can select
two, three or six times a week collection of their refuse bin(s) .
Under the new rate proposal, they will have the option of two,
three, four, six or seven times a week collection. Two cubic yard
refuse bins will remain the standard container for this customer
category. These additional collection frequency options will
provide a stronger incentive for source reduction and recycling
activities which may enable a customer to subscribe to a lesser
volume of refuse collection service and, correspondingly, lead to
a reduction in their refuse bill. Since City collection services in
the commercial sector must compete freely with private haulers,
care has been taken in the formulation of the proposed commercial
rates to ensure that the city's charges remain competitive with the
rates charged by private trash haulers.
Under the present rate structure, a commercial customer with two

bins and three times a week collection pays a bi-monthly fee of
$448.80. Under the proposed rates, this same customer would pay a
bi-monthly fee of $466.03, a 3.8% increase. Two bins with three
times per week collection equals a total of six bin loads per week.
If this commercial customer is able to increase waste diversion
efforts so that only four refuse bins are emptied per week instead
of six, they will reduce their bi-monthly refuse bill by
approximately 33 percent. Since over two-thirds of Santa Monica's
solid waste is generated by the commercial sector, it is clear that
the greatest potential impact on the City's overall waste reduction
goals from financial incentives for waste diversion will be in the
commercial category.
Multi-Family Residential -- 10 Dwellinq Units or Less
The proposed charge for refuse service will be a combination of a
fixed per dwelling unit fee and container rental charges as
presented below.

Under the present rate structure, a seven (7) unit apartment
building pays a fixed bi-monthly charge of $16.58 per unit, or a
bi-monthly total of $116.06. Under the proposed rate structure,
assuming that the building requires two 95 gallon trash containers,

the rate for a seven unit building would be $ 131.27 bi-monthly, a
13 percent increase. If the building residents are able to get by
with smaller-sized or fewer containers as a result of their waste
diversion efforts, the charge will be lower but not significantly
lower. This is due to the fact that the variable or container-
related component of the proposed refuse rate for this customer
category would only constitute about 6 percent of the total
charges. This is an improvement over the current rate which is
entirely fixed but is a far distance from the type of strong
volume-based incentives which are ultimately envisioned. The
difficulties associated with implementation of a fee for volume
concept in multi-family occupancies are discussed in more detail
below.
As is described above for single-family customers, a city-provided
plastic trash bag will be offered to mUlti-family customers for
$2.75 each to accommodate occasional extra trash volumes. Also, a
trip fee of $11.35 will be charged to any multi-family customer who
needs to increase their service level whether in the form of an
overall volume increase or an increase in the number of containers.
Multi-Family Residential -- 11 Dwellinq units or More
All mUlti-family buildings of eleven dwelling units or more are
required to use standard two cubic yard city refuse bins. The
proposed refuse charges are a combination of a fixed per dwelling
unit fee and a bin rental charge which var ies depending on the

number of bins and the frequency of collection. Under the present
rates, a twenty five unit apartment building which requires twice
per week collection of two trash bins would pay a total bi-monthly
charge of $461.98. Under the proposed rates, this bi-monthly charge
would be $493.01, a 6.7 percent increase. Under the rate proposal,
this building could reduce its bi-monthly charges by requiring
fewer bins, but the impact would not be great since the proposed
variable bin charge represents only about 11 percent of the entire
bill for a twenty five unit building.
Issues Surroundinq Implementation of Volume-Based Refuse Rates in
MUlti-Family Buildinqs
The creation of true financial incentives for source reduction and
recycling in mUlti-family buildings is linked to the mechanism by
which refuse charges are allocated between property owners and
tenants under current rent control regulations. staff believes that
the way in which incentives for source reduction and waste
diversion in multi-family buildings can be made effective is if
they are structured to affect each of the residents of a particular
building i. e. , those persons who are actually responsible for the
waste generation.
As in the case of water charges based on one master meter, the
refuse bill is almost always paid by the owner of a multi-family
building. The property owner usually does not reside on the
premises. If the city implemented as aggressive a volume-based rate

for multi-family buildings as is proposed for single-family
properties it is predicted that certain multi-family properties
with much larger than average refuse volumes would experience great
increases in their total refuse fees. In a rent controlled
property, this rate increase would be borne primarily by the
property owner and not by the residents. Such an impact would not
induce the type of appropriate behavioral response (increased
recycling and source reduction activities) that is the at the heart
of a volume-based fee concept.
city staff is currently discussing with Rent Control Board staff
possible ways in which incentives for waste diversion can be
implemented within the context of Rent Control policies and
procedures. The concept which is proposed is similar to the pass-
through provision which was adopted by the Rent Control Board for
purposes of the city's emergency water conservation ordinance.
Ideally, any penalties or rewards which accrue to a multi-family
building based on their higher or lower trash volumes would be
allocated based on actual proportional responsibility between the
property owner and the tenants. Once such a pass-through structure
is in place, it will be possible to move to the final phase of the
City's volume-based fee structure by eliminating the fixed unit
charges for mUlti-family properties and substituting in their place
an entirely container-based rate similar to what is proposed for
commercial and single-family customers. Assuming that the adequacy
of Solid Waste Management Fund revenues from the proposed rates

will need to be reexamined prior to July, 1993, it is hoped that
sufficient progress can be made towards a re-orientation of
financial accountability in mUlti-family buildings by that time
that an aggressive volume-based mUlti-family rate structure can be
proposed to Council.
Enhancements to the city's Recycling Programs
In order for the proposed volume-based rates to have their desired
effect it is imperative that the city provide programs to residents
and businesses which allow them to achieve waste diversion and
source reduction. Some of the recycling program enhancements which
have either already been implemented or are proposed in conjunction
with Council action on the proposed rate structure are listed
below.
Yard Waste Composting -- The city has distributed
approximately 300 backyard composting containers during the
last two months and will continue to distribute additional
containers, at a subsidized cost, to interested customers;
Curbside Cardboard Collection -- Since December 1991,
cardboard waste has been collected as a part of the City's
curbside recycling program;
Multi-Family Mini Recycling Zones -- Approximately 30 multi-
family buildings are now participating in on-site recycling

through the use of City-provided 68 gallon recycling
containers. The city is actively soliciting additional multi-
family buildings which are interested in joining this program;
and
Mixed paper and Plastic Waste Recycling -- This report
requests Council authorization for the negotiation and
execution of a modified contract with Recycle America (Waste
Management, Inc. ) which is the contractor responsible for
operation of the buyback center located at the city Yard as
well as the processing of all recyclables collected by city
programs. The contract modifications which are requested would
allow the city to begin the collection of mixed paper waste
and mixed plastic waste from residents and businesses
(initially as a part of the City's curbside program). This
enhancement has the long-term potential to significantly
increase the overall solid waste diversion rates for the City
as mixed paper waste has been identified as one of the largest
components of the City's waste stream. Ultimately, this new
opportunity for the recycling program could lead to the
adoption of a new commingled recycling system for both
residential and commercial customers.
Prior to April 1, 1992, each resident and business in the City will
receive a special mailing which describes the refuse program
changes which are proposed in this staff report. Other public

education and outreach efforts between now and April 1, 1992 will
be targeted at specific customer groups as a means of maximizing
the impact of the materials. In addition, the concepts and
recommended changes in this report have been reviewed and endorsed
by the City's Task Force on the Environment. The proposed changes
in commercial service have also been discussed with and reviewed by
the Environment Committee of the Santa Monica Chamber of Commerce.
BUDGET/FISCAL IMPACT
Council adoption of the proposed refuse rate structure will
increase the estimated FY 1991-92 revenues to be received in
account 27-500-441-0150-10000 IIRefuse Collection Fees" by $233,769.
The negotiation of an expanded contract for recycling processing
services with Recycle America is anticipated to cause a $108,295
decrease in revenues for FY 1991-92 in account 27-500-441-0158-
10000 "Recycled Materialsll. Revenues received from the proposed
rates are expected to cover all Capital Improvement and operating
budget needs of the Solid Waste Management Fund through June 30,
1993.

RECOMMENDATION
It is recommended that city Council:
1) Approve the attached resolution which establishes new rates
for city of Santa Monica Solid Waste Management Fund services;
and
2) Authorize the city Manager to negotiate and execute a modified
contract with Recycle America (Waste Management, Inc. ) for
provision of additional serVlces related to City of Santa
Monica recycling programs.

CITY OF SANTA MONICA REVISING FEES
CHARGED FOR SANITATION, BIN RENTAL AND BIN
ROLL-OUT SERVICES
WHEREAS, Municipal Code section 5224 allows monthly
fees for general City sanitation services to be set by
resolution 7 and
WHEREAS, Municipal Code Sections 5220(a) and (b)
allow fees for bin rental and roll-out fees to be set by
resolution 7 and
WHEREAS, a study has determined that sanitation
service fees must be revised in order to promote waste diversion
efforts and recover all City costs for providing sanitation
services 7 and
WHEREAS I the fees established by this Resolution are
no more than necessary to recover the costs of the services
provided,

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA MONICA REVISING FEES
CHARGED FOR SANITATION, BIN RENTAL AND BIN
ROLL-OUT SERVICES
WHEREAS, Municipal Code Section 5224 allows monthly
fees for general city sanitation services to be set by
resolution; and
WHEREAS, Municipal Code Sections 5220(a) and (b)
allow fees for bin rental and rOll-out fees to be set by
resolution: and
WHEREAS, a study has determined that sanitation
service fees must be revised in order to promote waste diversion

efforts and recover all City costs for providing sanitation
services; and
WHEREAS, the fees established by this Resolution are
no more than necessary to recover the costs of the services
provided,

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA
MONICA DOES RESOLVE AS FOLLOWS:
