SUBJECT: Supplemental Report regarding an Appeal of a Planning
commission Denial of an Application for a Conditional
Use Permit and vesting Tentative Tract Map to allow the
construction of a two story, six unit residential
condominium with two inclusionary rental units on an
8,360 square foot parcel in the R2 (Low Density
Multiple Residential) District.

SUMMARY
In the staff memorandum to City council dated February 4, 1992,
staff recommended conditions that the room size dimensions for
inclusionary unit #D be comparable with that of unit #C and that
the loft areas for both units be reduced to no more than 33 1/3%
of the rooms below.
The applicant resubmitted project plans
subsequent to preparation of that memorandum, but included in
Council packets, which address the room and loft sizes of the
inclusionary units, #C & D.
(The resubmittal date is not listed
on the current plans.)
The bedroom sizes of unit #D (see Sheet A-3) are approximately
168 sq. ft. for the master bedroom and 100 sq. ft. for bedroom #2.
The bedroom sizes of unit #C (see Sheets A-3 & A-4) are
approximately 168 sq. ft. for the master bedroom and 165 sq. ft.
for bedroom #1.

closet areas.) staff recommends that condition #41 remain
requiring that room size dimensions comparable with unit D be
provided for unit c.
The loft area for unit #C is approximately 75 sq. ft. (see Sheet
A-4). This loft opens to an area of approximately 231 sq. ft. and
the loft is 32% of the rooms below (see Sheet A-3). The loft
area for unit #D is 81. 6 sq. ft. (see Sheets A-4). This loft
opens to an area of approximately 300 sq. ft. and the loft is 27%
of the rooms below (see Sheet A-4). Both loft areas do not
exceed 33 1/3% of the rooms below and conform to the code
requirement.
The first and second floor plan of inclusionary unit #D have been
reconfigured so that the loft does not exceed 33 1/3% of the
rooms below (see Sheet A-3 & A-4). Previously, the bedrooms were
on the second floor and the kitchen and living areas were on the
first floor. Two bedrooms are now included on the first floor
and the kitchen and living room area is on the second floor. The
loft area opens to the kitchen and living areas (Sheet A-4).
Total unit sizes for units #C & D are approximately 855 sq. ft.
and 873 sq. ft. The unit sizes exceed the code required minimum
size of 850 sq. ft. for a two bedroom inclusionary unit.
It has been brought to the attention of staff that total parcel
coverage of the first floor is approximately 53%, exceeding the
50% maximum permitted by code (see Sheet A-3). The parcel
coverage at the second floor increases to approximately 57% with
the addition of architectural projections which cantilever over
