") \-' . << Santa Monica, California FROM: City staff SUBJECT: Recommendation to Authorize city Manager to Negotiate and Execute an Agreement with Brady and Associates for Preparation of an open Space and Scenic Corridors Element and Environmental Impact Report (EIR) INTRODUCTION This staff report recommends that Brady and Associates be awarded a contract in the amount of $90,165 to prepare an Open Space and Scenic corridors Element and ErR. BACKGROUND Since adoption of the Open Space Element of the General Plan in 1973 and the Scenic Corridors Element in 1975, the physical and demographic characteristics of the City have changed dramatically. citizens have often raised issues about open space in the context of reviewing planning projects. These issues . include the need for a comprehensive plan to preserve and expand the City's open space areas, public parks and scenic corridors. The Open space Element, as required by state law, will contain a set of Citywide goals and implementation policies for the preservation and expansion of open space, parks and scenic corridors. In September, the city issued a Request for Proposals (RFP) to prepare an Open Space and Scenic corridors Element and EIR. Six firms submitted proposals. After reviewing the proposals and 6-N - 1 - ..f( ~ interviewing three firms, staff selected Brady and Associates to prepare the documents. Brady and Associates was selected based upon previous experience preparing open Space and scenic corridors Elements, performance with other public agencies, creative approach to tasks and the ability and willingness to respond to the City'S needs. The total budget for the preparation of the Element and EIR is $90,165. The Element will include an inventory and assessment of these resources on the neighborhood level and will determine if adequate active and passive resources exist. The consultant will review current financing methods used to fund any improvements or additions to existing open space resources and identify and evaluate any new methods of financing improvements or additions to the City'S open space resources. The work program includes an estimate of expenditures necessary to finance the proposed open space and park improvements, and a thorough evaluation of the ways to fund the proposed improvements. The work program will also include a user survey of eight parks in the City to determine utilization. This Element will be prepared with the participation and input of the Recreation and Parks Commission. One meeting has already been conducted with the Commission and more will be scheduled throughout the process BUDGET/FINANCIAL IHPACT The costs to prepare the Open Space and Scenic Corridors Element and EIR has been budgeted in Account 01-210-267-00000-5506-00000. - 2 - RECOMMENDATION It is respectfully recommended that the City council authorize the city Manager to negotiate and execute an agreement with Brady and Associates at a cost of $90,165 for an Open Space and Scenic corridors Element and EIR.
