Background Recently, the City Council authorized an experimental program for the sale and use of parkulators as an alternative to the use of coins in parking meters for those motorists who park frequently in metered spaces. Staff is now prepared to implement such a program, subject to the required amendment of the Municipal Code, as noted below. The Parkulator is like a personal parking meter which is placed in a vehicle's windshield to indlcate its use in lieu of depositing coins in parking meters. The unit is sold with a predetermined value of time (usually fifty dollars). When in operation, the unit's t1mer diminishes its remaining amount at the standard meter rate (e.g., fifty cents per hour) until the full amount is used. When empty, the units are returned to city Ha 11 for recycling. Parkulators have been successfully used in Arlington County, Virginia and other U. s. locations. Budqet / Financial Impact parkulators with 100 hours of parking would sell for $ 50.00, plus the $ 15.00 cost of the device. At this time, staff is not able to accurately predict the potential for sale of Parkulators. An experimental program, based on the sale of the 200 units we already have on hand, will provide the opportunity to assess the market for this unique device. The City has already purchased 200 Parkulators at a unit cost of $ 15.00 each, for a total of $ 3,000. This cost will be recovered at the time the units are sold. Revenue from the sale of Parkulators will be deposited into the Parking Meter Revenue Account No. 01-210-415-00000-0030-10000. The city Attorney be directed to prepare an ordinance amending the Municipal Code to provide for the sale and use of Parkulators in lieu of depositing coins in parking meters; and, 2. The C1ty Parking and Traffic Engineer be authorized to establish procedures for the salel and to sell, Parkulators.
