Introduction
This report concerns the rejection of bids for three (3 ) Three
Wheel Parking Enforcement Scooters for the Operations Division,
Police Department.
Background
In response to published Notices Inviting Bids (published
August 12 and 13, 1991) to furnish and deliver three (3) Three
Wheel Parking Enforcement Scooters in accordance with city
specifications, bids were received and publicly opened and read
on September 4, 1991. Proposal forms were mailed to four vendors
and notices were advertised in accordance with City Charter and
Municipal Code provisions. Four proposals were received as
follows:

These vehicles are to be used by parking enforcement officers to
perform daily operations.
At this time, staff is recommending that all bids be rejected as
staff wishes to further investigate the availability of vehicles
powered by alternate energy sources.

This recommendation does not have a budget or financial impact.

It is recommended that all bids be rejected and staff be directed
to investigate further the availability of vehicles powered by
alternate energy sources.

SUBJECT: Recommendation to Award Bid to Provide Labor and
Materials to Repair Elevators in Parking structures,
Bid #2390
Introduction
This report concerns award of bid to provide labor and materials
to repair elevators in parking structures for the Parking
Authority, at specified prices, including applicable sales tax.
Background
In response to published Notices Inviting Bids (published
November 19 and 20, 1991) to provide labor and materials to
repair elevators in parking structures in accordance with City
specifications, bids were received and publicly opened and read
on December 17, 1991. Proposal forms were mailed to two vendors
and notices were advertised in accordance with City Charter and
Municipal Code provisions. Two proposals were received as
follows:

This bid covers furnishing and installing electronic door opening
devices for 15 elevators in the six downtown parking structures;
and the removal of existing car and hall station buttons and
furnishing/installing vandalproof car and hall station buttons as
replacements for three elevators in structure #5. The new
electronic door opening devices will replace old and worn manual
devices which are subject to constant maintenance which causes
the elevator to be inoperable. The new devices are almost
maintenance free and will result in fewer elevator shut-downs.
The installation of vandalproof station buttons in structure #5
will complete the conversion of station buttons for all elevators
in all of the structures. The old buttons are made of plastic,
protrude from the wall and are subject to tampering. The new
buttons are metal, flush mounted and are almost maintenance free.
These items are part of last year1s recommendations for various
improvements in the parking structures. These improvements
included repainting parking stalls, relamping all of the
structure lighting, improving elevator door opening devices,
installing tamper-proof elevator buttons in structure #5,
matching floor level indications and improving the parking
directional signage in all of the structures. In addition to
awarding the contract for the work to be completed as outlined in
this staff report, the work on the floor level indications is
currently in progress and the bid package for the directional
signage will be released later this month. The other
improvements have been completed. All of these items are the
first priority in the process to improve the parking structures.

Additional improvements to the elevators and structures have been
submitted for future capital improvement program consideration.
Staff has evaluated the low bid and finds that it meets City
specifications.
Budget/Financial Impact
Fiscal Year 1991/92 appropriation authority for part of this
purchase is in the Parking Authority, account number 77-210-610-
00000-6691-00000 in the amount of $16,552.00.
For accounting and auditing purposes, the appropriations for any
of the projects that were not completed last fiscal year could
not be carried over to this fiscal year. Therefore, it is
requested that the council re-appropriate these funds in the
amount of $34,298.40 to this fiscal year's Parking Authority
budget to complete these elevator improvements.
Recommendation
It is recommended that the award of Bid #2390 be made to Viking
Elevator Company, Inc. at specified prices, including applicable
tax, as the lowest and best bidder, and appropriation authority
as specified above be increased in the Parking Authority.
