SUBJECT: Recommendation to Reject the Bid to Resurface the
Entire Lobby Floor and Stairs in the Main Entrance to
the Santa Monica civic Auditorium.
Introduction
This report reconunends that City Council reject the bid of
Corradini corp. to resurface the entire lobby floor and stairs in
the main entrance of the Santa Monica civic Auditorium.
Background
During the FY 1990-91 budget process, City Council approved
funding for resurfacing the main entrance floor and stairs of the
main lobby of the civic Auditorium. Both the floors and the
stairs were built in the 1950's and require renovation, upgrading
and accessibility modifications.
A Notice Inviting Bids was pUblished on October 28 and 29, 1991,
in The outlook. Plans and specification were issued to three
contractors. One bid was received, publicly opened and read
aloud on November 12, 1991, by the Deputy city Clerk.
One bid was received as follows:
Corradini Corp. $ 197,197.00
City Engineer's Estimate. . . . . $ 120,000.00

Discussion
staff recommends rejecting the bid, due to the following reasons
and concerns:
1. Only one bid was submitted, and that bid was substantially
higher than the City Engineer's estimate. After carefully
reviewing the bid documents, staff is confident that a more
reasonable bid, reflecting City Engineer's estimate, can be
realized by rebidding the project at a later date.
2. On the morning of the bid opening, Engineering staff
received information that two of the three anticipated
bidders could not bid due to their firms' financial
problems.
3. Time constraints and seasonal activity did not permit any
time for lengthy negotiations with the Contractor to reduce
the price.
The job must have started on December 10, 1991 and been completed
by December 28, 1991 to accommodate the activities scheduled at
the civic. The month of July 1992 is the next available time
period to accomplish the needed repairs.

Recommendation
It is recommended that City Council:
1. Reject the bid of Corradini Corp. to resurface the entire
lobby floor and stairs in the main entrance to the Civic
Auditorium.
2. Authorize staff to re-bid the project at a later date.
