SUBJECT: Resolution to Amend City Officials Authorized to
Execute Disaster Relief Documents
INTRODUCTION
This report recommends that Council adopt a resolution which
would amend the names of persons specified as authorized to
execute documents in accordance with the Emergency Assistance Act
of 1988, or for State financial assistance under the Natural
Disaster Assistance Act.
BACKGROUND
The current City Council Resolution under the Federal civil
Defense Act of 1951 authorizes specified individuals to execute
documents on behalf of Santa Monica Emergency services for the
purpose of seeking certain federal financial disaster assistance.
This resolution is presently outdated due to the appointment of
James T. Butts as Chief of Police. The resolution must also be
updated in accordance with an amendment to the state Financial
Assistance Act under P.L. 93-288. This amendment provides that
named executors may sign on behalf of Santa Monica Emergency
Services for state and federal financial disaster assistance.
BUDGET/FINANCIAL IMPACT
There is no financial impact associated with this recommendation.

RECOm1ENDATION
It is recommended that the city Council adopt the attached
resolution designating John Jalili, City Manager; Lynne C.
Barrette, Assistant city Manager; James T. Butts, Chief of
Police; and Laura Hernandez, Emergency Services coordinator as
authorized to execute documents on behalf of Santa Monica
Emergency Services pursuant to P.L. 93-288 as amended by the
Robert T. stafford Disaster Relief and Emergency Assistance Act
of 1988, or for state financial assistance under the Natural
Disaster Assistance Act.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AUTHORIZING JOHN JALILI, LYNNE C. BARRETTE, CHIEF JAMES T. BUTTS
AND LAURA D. HERNANDEZ TO EXECUTE DOCUMENTS REQUIRED UNDER
P.L. 93-288 AS AMENDED BY THE ROBERT T. STAFFORD DISASTER
RELIEF AND EMERGENCY ASSISTANCE ACT OF 1988, OR STATE FINANCIAL
ASSISTANCE UNDER THE NATURAL DISASTER ASSISTANCE ACT.
THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS:
SECTION 1: The following named individuals are hereby authorized
to execute for and in behalf of the city of Santa Monica, a public
entity established under the laws of the State of California,
applications and documents for the purpose of obtaining financial
assistance under the Natural Disaster Assistance Act.

Resolutlon, and thenceforth and thereafter the same shall be in full
force and effect.
