Introduction
This report concerns award of bid to furnish and deliver one (1)
new wheel loader with side shift and extendable backhoe for the
Water Division, General Services Department, in the total amount
of $42,924.37, including applicable sales tax.
Background
In response to published Notices Inviting Bids (published
October 10 and 11, 1991) to furnish and deliver one ( 1) new wheel
loader with side shift and extendable backhoe in accordance with
City specifications, bids were received and publicly opened and
read on October 28/ 1991. Proposal forms were mailed to
twenty-three vendors and notices were advertised in accordance
with city Charter and Municipal Code provisions. Two proposals
were received as follows:

Eberhard Equipment $42,924.37
Southland Equipment Sales, Inc. $43,248.95
This vehicle will be used for installing water mains and
excavating for water main breaks. It is not available with
propane or other alternative fuel engines. Staff has evaluated
the low bid and finds that it meets City specifications.
Budget/Financial Impact
Fiscal Year 1991/92 appropriation authority for this purchase is
in the Capital Improvement Program budget Sewer and Water
Category, account number 25-760-671-20092-8900-99295, "Replace
Backhoe. II
Recommendation
It is recommended that the award of Bid #2382 be made to Eberhard
Equipment in the total amount of $42,924.37, including applicable
tax, as the lowest and best bidder.

One (1) New Full size Six Passenger Sedan, Bid #2383
Introduction
This report concerns rejection of bids to furnish and deliver
one (1) new full size six passenger Sedan for the Transportation
Department, in the total amount of $18,128.74, including
applicable sales tax.
Background
In response to published Notices Inviting Bids (published
October 10 and 11, 1991) to furnish and deliver one (1) new full
size six passenger sedan in accordance with City specifications,
bids were received and publicly opened and read on
November 20, 1991. Proposal forms were mailed to seven vendors
and notices were advertised in accordance with City Charter and
Municipal Code provisions. Two proposals were received as
follows:

This vehicle replaces a 1987 Chevrolet caprice which has exceeded
its expected life span.

This recommendation does not have a budget or financial impact.
Recommendation
It is recommended that all bids be rejected and staff be directed
to investigate further the availability of vehicles powered by
alternate fuel sources.
