Introduction
This report concerns award of bid to furnish and deliver one (1)
new 3/4 Ton pickup Truck with Dump Bed for the Tree Maintenance
Division, Cultural and Recreation Services Department, in the
total amount of $17,196.16, including applicable sales tax.
Background
In response to published Notices Inviting Bids (published
October 10 and 11, 1991) to furnish and deliver one (1) new 3/4
Ton Pickup Truck with Dump Bed in accordance with city
specifications, bids were received and publicly opened and read
on October 28, 1991.
Proposal forms were mailed to fifteen
vendors and notices were advertised in accordance with City
Charter and Municipal Code provisions.

SUBJECT: Resolution Approving Applications for Grant Funds for
Landscaping the South Embankment of the Santa Monica
Freeway and widening the West Side of the Lincoln
Boulevard Bridge for Purposes of a Two-way Bicycle Lane
INTRODUCTION
City staff is proposing to submit two applications to the Resources
Agency and California Transportation commission for grant funds for
the Environmental Enhancement and Mitigation Program for the 1992-
93 f1scal year.
The Environmental Enhancement and Mitigation
Program provides grants to local, state and federal agencies and
nonprofit entities to mitigate the environmental impact of modified
or new public transportation facilities. Statewide, $10 million is
available annually for ten years, for a total of $100 million.
Financing of the program is through Proposition 111, passed in
June, 1990.
The City applications are for landscaping the south embankment of
the Santa Monica Freeway (Interstate 10) from 4th Street to 20th
street, and the widening of the west side of the Lincoln Boulevard
bridge over the freeway for purposes of a two-way bicycle lane.
Both applications are for the maximum grant limit of $500,000.

BACKGROUND
In March, 1991 Caltrans began construction on the 4th street
eastbound on-ramp to the Santa Monica Freeway. As part of this
construction, the existing landscaping on the south embankment of
the freeway, and the pedestrian/bicycle bridge at 7th street, were
removed. While Caltrans intended to landscape the side of the
freeway as part of the construction, there were insufficient funds
to do anything more than seeding for erosion control purposes.
Caltrans also did not have sufficient monies to replace the 7th
street pedestrian/bicycle bridge.
The City of Santa Monica is applying for grant monies through the
Environmental Enhancement and Mitigation Program to fund the
landscaping of the south embankment of the freeway and to provide
for a safe bicycle crossing of the freeway near Lincoln Boulevard.
The landscaping proposal will provide for relandscaping the south
embankment of the Santa Monica Freeway between 4th street and 20th
street to replace plant materials removed by Caltrans to construct
the 4th street on-ramp. The proposal also provides for planting of
trees along 4th Street at the entrance to the new on-ramp. The
project includes installation of irrigation systems and the
planting of approximately 187 mature trees, with operation and
maintenance of the landscaping performed by Caltrans. The $500,000
grant proposal wll1 supplement the 4th Street on-ramp construction
and provide for a more attractive landscape along the freeway.

The bicycle bridge proposal will help replace the demolition of the
7th street bridge due to construction of the on-ramp. The proposal
is to widen the Lincoln Boulevard bridge on the west side over the
freeway in order to provide for a two-way bicycle facility. The
bicycle bridge facility is a priority in the City of Santa Monica
Draft Bicycle Master Plan since it provides for a complete north-
south route that connects the Ocean Park area with the downtown
commercial districts and the northwest residential neighborhoods in
the city. There are no other viable alternatives in the area to
connect these parts of the City. Operation and maintenance of this
bicycle facility will be part of the city's on-going street
maintenance program.
BUDGET/FINANCIAL IMPACT
The recommendation presented in this report does not have a budget
or fiscal impact.
RECOMMENDATION
It is recommended that the City Council adopt the attached
resolution approving the applications for grant funds for the
Environmental Enhancement and Mitigation Program.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF SANTA MONICA APPROVING THE APPLICATIONS FOR
GRANT FUNDS FOR THE ENVIRONMENTAL ENHANCEMENT
AND MITIGATION PROGRAM
WHEREAS, the California Department of Transportation
(Caltrans) began construction on the 4th street eastbound on-ramp
to the Santa Monica Freeway (Interstate 10) in March, 1991; and
WHEREAS, as part of the construction, Caltrans removed the
existing landscaping on the south embankment of the freeway and the
pedestrian/bicycle bridge at 7th Street; and
WHEREAS, Caltrans has insufficient funds to fully landscape
the south side of the freeway as part of the construction and does
not intend to replace the 7th street bridge; and
WHEREAS, the City of Santa Monica is submitting two
applications for grant funds for the Environmental Enhancement and
Mitigation Program under the Section 164.56 of the streets and
Highways Code 1989 to fund the landscaping of the south embankment
of the freeway and to provide for a safe bicycle crossing of the
freeway by widening the west side of the Lincoln Boulevard bridge;
and

WHEREAS, the Legislature of the State of California has
enacted AB 471 (Chapter 106 of the statutes of 1989), which
provides $10 million annually for a period of 10 years for grant
funds to local, state and federal agencies and nonprofit entities
for projects to enhance and mitigate the environmental impacts of
modified or new public transportation facilities; and
WHEREAS, the Resources Agency has established the procedures
and criteria for reviewing grant proposals and is required to
submit to the california Transportation commission a list of
recommended proj ects from which the grant recipients will be
selected; and
WHEREAS, said procedures and criteria established by the
Resources Agency require the applicant to certify by resolution the
approval of application before SUbmission of said applicatlon to
the state; and
WHEREAS, the applications contain assurances that the
applicant must comply with; and
WHEREAS, the applicant, if selected, will enter into an
agreement with the state of California to carry out the
environmental enhancement and mitigation project,

NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES HEREBY RESOLVE AS FOLLOWS:
SECTION 1.
The City Council of the City of Santa Monica
approves the filling of two applications for the Environmental
Enhancement and Mitigation Program for grant assistance.
SECTION 2. The city Council certifies that the said applicant
will make adequate provisions for operation and maintenance of the
project.
SECTION 3.
The city Council appoints John Jalili, city
Manager, as agent of the City of Santa Monica to conduct all
negotiations, execute and submit all documents, including, but not
limited to applications, agreements, amendments, payment requests
and so on, which may be necessary for the completion of the
aforementioned project.
SECTION 4. The City Clerk shall certify to the adoption of
this Resolution, and thenceforth and thereafter the same shall be
in full force and effect.
