GS:SES:LR:jmjATC8889.word engine Santa Monica, California Council Meeting: 02j1lj1992 TO: Mayor and city council FROM: City Staff SUBJEct: Recommendation to Adopt a Resolution Requesting the FY 1988-89 Los Angeles County nAid to Cities" Carry-Over Gas Tax Fund Allocation Introduction This report requests that city council adopt the attached resolution requesting that the Los Angeles County Board of Supervisors allocate to the City of Santa Monica $105,840.35 of the FY 1988-89 "Aid to Cities" (ATC) Carry-OVer Gas Tax for the purpose of reconstructing Fourth street from the Santa Monica Freeway bridge to Broadway. Background The County of Los Angeles appropriates a portion of Gas Tax funds to cities within the County for the purpose of maintaining "Select System" streets. "Select Systeml1 streets are those streets classified as arterials - such as Fourth Street, Lincoln Boulevard and Wilshire Boulevard. Fourth street was selected by City staff because the pavement on Fourth street is badly deteriorated and is in need of repair. The County concurred with staff's selection because Fourth Street is an arterial street, is in poor condition, and has County-wide significance. The project is titled "Reconstruction of Fourth Street, from North of Route 10 (Santa Monica Freeway) to Broadway." In order to receive the funds from the County, Council must request these funds by resolution. The total amount of - 1 - 6-0 rEB ! ~ 1991 carry-over funds available to the city from the FY 1988-89 allocation is $105,840.35. The FY 1989-90 ATC funds in the amount of $111,638 are for traffic signal synchronization and have already been requested by the Parking and Traffic Division. There are no FY 1990-91 ATe allocations available. Following approval of this resolution by City council, City staff will begin preparing Engineering plans in accordance with the guidelines set by Los Angeles County Board of supervisors. BUdget/Financial Impact Approval of the attached resolution will result in the City receiving $105,840.35 in "Aid to Cities" Carry-Over Gas Tax fund revenue which will be deposited in Revenue Account No. 43-500-401-00000-0090-10000, II County Aid - Streets". Appropriation authority for the expenditure of these funds will be included in the FY 1992-93 budget submittal. Recommendation It is recommended that City Council: I. Adopt the attached resolution requesting the allocation and payment of County IIAid to cities II Carry-Over Gas Tax fundi and 2. Increase Revenue budget at Account No. 43-500-401-00000-0090-10000 by $105,840.35. Prepared by: Stanley E. RESOLUTION NO. 8353(CCS) - (CITY COUNCIL SERIES) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA REQUESTING AN ALLOCATION AND PAYMENT OF COUNTY AID TO CITIES FUND WHEREAS, the County of Los Angeles has appropriated certain monies to the city of Santa Monica as County Aid to Cities; and WHEREAS, the Los Angeles County Board of Supervlsors has adopted policies limlting the use of said monies for the purpose of maintaining "Select System" streets, the proj ect is entitled "Reconstruction of Fourth Street, from North of Route 10 (santa Monica Freeway) to Broadway"; and WHEREAS, the Cl.ty Council desires to expend the amount of One Hundred Five Thousand Eight Hundred Forty Dollars and Thirty Five Cents ($105,840.35) of County Aid To cities Carry-over Funds accrued to the City for proj ects in accordance with said policles; and NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA DOES RESOLVE AS FOLLOWS: SECTION l. The county of Los Angeles is hereby requested to allocate One Hundred Five Thousand Elght Hundred Forty Dollars and Thirty Five Cents ($105,840.35) of the FY 1988-89 Aid to Cities (ATC) Carry-Over Funds apportioned to the City for the projects which wl.ll J..mprove in accordance with the - 3 - - -- - --- . - Los Angeles County Board of supervisors pOlicy regarding the use of said Aid to cities Funds. SECTION 2. After the allocation is approved by the Board of Supervisors and funds are available, the County is requested to send such allocated amounts to the city. The City will begin using the funds for said project according to the terms of the allocation. SECTION 3. The City Engineer shall forward a certified copy of this Resolution to the Los Angeles County Director of Public works for processing. SECTION 4.
