in the Negative Deciaration for the ~roject The problem ~s that 20 permit parlcmg
spaces that were to be leased during the canstruction phase of the pcoject at b06
Wtlshire Boule~ard may~ be unavailable due to retrofitting be~ng done at that
location She stated that under CEQA, the Commission will need to conduct a
publ~c hearing regardmg changing the Negative Declaration mit-gation measure and
any proposed alternative
Howard Katz, the pro~ect representahve, stated that he learned of the
reconstruction, and potential loss of the 24 pernvt pa.rking spaces, since the last
meeting of the Commiss~on
Chair Parlee asked for a time fraii~e on the new hearing Ms Fr~ck recammended

notification and comments

alsfl stated that the Texaco pra~ect will not be affected hy the P~co Streetscape Plan,
which deals pnmarily with street trees and lighting
Commissioner Bradley commented that the CLTP will run with #he land, but noted
that Texaco has been at ih~s iacation for ~7 years He also commented on
pedestnan orientation
V1ce Chair Zmner asked staff about the Fourteenth Street dri~eway Ms Frick
stated that it appears the business coutd function with or without this dri~eway She
also stated tt~at tf the dri~~e~4~ay remains, then left turns need to be precluded,
otherwise the parking plan has been determined safe by the Parking and Trai~ic
Engmeer
Commissioner Moench made some u~eneral cornments, mcluding mentton of an
article in the Plamm~g Comm~s5ion 7ournal on "third places" He also commented
on the byproducts of nei~,hborhoad serv~ces and averall cammercial activities,
~nclud~ng naise, lights and litter He stated that he has no special concern that the
convenience store will serve a transient populatian, be~t rather will be used by
resiaents and peaestr~ans ~n the area He a]so cammented that a 24 hour use, such
as a service stat~on or conven~Ence store, becomes a"beacon of safety" for the
neighborhood He expressec~ support for the 24 hour operat~on of the convenience
store

the applicatton He expressed d~sappomted with the proposed use for tl~e site He
stated that he was hoping for a better pedestnan environment He expressed the

of public land There was a consensus that Alternative 5, in some combination with
Alternat~ve 3, would be the preferred alternati~~e
Commiss~oner Brersch askec~ ~~Is S-ntth about a h~stQric building in the p~an area
Ms Smrth stated that the former A~rport admirustrat~on buildmg, wh~ch is the oldest
bu-]d~ng in the airport area, ~s located in the area Commissioner Bre~sch stated that
he would like to see some h-stor~c research on that building and its arclutecture He
also stated a preference for the land sti~~ap and arts mix alternat~ves
The Commission discussed the current status af Airport Avenue and the
consequences of increased use under the c~~fferent alternative proposals Ms Fnck
rem~nded the Commission that ~,~rport Avenue is not a public street, anly an access
road She stated that the change of land use wtll reduce the amount of cut-through
traffic on Airport Avenue
The Commassion alZ agreed that the presentation of the alternatives was very good

Associates, Inc for the Texaca Stat~on at 1410 P~co Boulevard m the City of Santa Monica The
station is Ipca#ed an the southeast carner of the int~rsactian of Pica Boule~ard and 14th 5treet.
as shown in Figure 1 A total af faur driWeways, three on Pico Boule~ard and one on 14th Street
serve the stat~on The focus of this study is the driveway on 14th Street The ma~or issue of
concern ~s ~ehicular-pedestrian confhcts which may determme whether or not the dn~eway
should be remo~ed
FIELD OBSERVATIONS
The study ~n~olved field obsenrations at the s~te on a weekday between 7 3~ a m and 5 30 p m
Kaku Associates personnef conducted the field obserrrations on Wednesday, April 16, 1997 The
number of ~ehicles ut~liz~ng the dn~eway on f 4th Street and their mo~ements were recorded
Also, the number of pedestrians crossing the dnveway were recorded Situations of potential
conflict, defined as a ~ehicle and pedestrEan{s) needmg to use the same space at the same time.
were alsa noted Any illegal moves by ~ehicles usmg the dnveway were aiso observed
Listed below are the qualitat~~e obser~ations of the study
• The 14th Street driveway is not #he ~nost heavily used af the four dnveways of the
station
• Most of the traffic into th~ station through this driveway was northbound right-turn
movements
• There is a fairfy goad number of pedestnans crossing the driveway in the north-
south direction (presumably because of the schoo~ further south}
~ There is a traffac guard in the morn~ng and af~ernoon hours to ensure the safety
of school children crossing the roads

Occas~onally the queued vehicles at #I~e mter5ection would b4ock the path of the
~ehicles trying to exit the stat~on Only in such situations, if pedestrians were
present and if the ~ehicle waiting to exit was on the sidewalk, d~d there appear to
be apparent confl~ct En these instances, the pedestrians walked around the
vehicie Even in such cases there were some ~ehicles which stopped entirely
inside the station waiting for the traffie and pedestrians to clear These situations
did not seem to be hazardous in either case and appeared to be typical of any
d riveway
Some vehicles tra~eling northbound o~ 14th Street used this dnveway to cut
through the stat~on to ga eastbound an Pico Houlevard
lt was noted that it is an awkward and hence possibly hazardous maneuver to
make a sauthbound left-turn ir~to the station, due to the proximity of the dnveway
to the intersection
A few vehicles went straight out of the driveway, crossing ~ 4th Street, into the
station aeross the street
A summary of the pedestrian counts is presented in Table 1 and illustrated an Figure 2 As
shown. during the nme hours of observation. a total of 123 pedestrians crossed the dri~eway in
the northbound direct~on and 111 in the southbour~d direction There were also pedestrians
wh~ch wa~ked into and Qut of the dri~eway and occasianally, a pedestrian who "~ay-walked"
across the stree# These ~olumes were relati~ely low
The count summary for ~ehicular mo~ements are presented ~n Table 2 and illustrated on Figure
3 As shown, #~e highest movement was the northbound right-turn at 59 ~ehicles over the nine
hour period There were also 40 vehicles which made rEght-turns out of the driveway

ACCIDENT DATA
In order to determine i# the drkveway on 14th Street was the cause of accidents, research was
conducted into histor~cal accident data at the intersect~o~ of P~co Bouie~ard and 14th Street The
data for the last four years, 1993-1997, was looked at for any incidents which possibly, as far as
the data can re~eal, might be related to ~ehieles usmg this part~cu~ar driveway The results
showed that there were no accidents relating to pedestrians or ~ehicles Using the dnveway ~n the
four year time period

CONCLUSIONS
Given the mirnmai number af ~ehicular-pedestrian conflicts which were a[~served and the
relatG~ely low number of veh~cles which utilize the 14th Street driveway, there does not appear
to be any evidence supporting the closure of the driveway Furthermore, the accident data
ind~cates that the dn~eway has no# been the cause af any accidents o~er the last four years
In fact. it should be noted that closing the 14th Street dnveway would create add~tional turning
movements at the dr~veways along Pico Boule~ard Potentially hazardous movements. i e. left-
turns out of the Pico Boule~ard dnveways, would ~ncrease Some of these ~ehicles would be
required to cross up to five lanes ~including a left-turn lane) m order to travel west on P~co
Boule~ard or north on 14th Street W~th #he 14th Street dn~eway open, veh~cles exit on#o t 4th
Street and make these mo~ements as a simple laft-turn or tY~rough at the signalized intersection
!# tF~e left-turn mo~ements ou# of the Pico Boulevard driveway acrass the existing lei#-turn lane on
Pico BouleWard were to become a problem. the City may prohibit this mavement Th~s would
change traWel patterns which could have negatiWe effects elsewhere or result m illegal maneuvers
Based on aur obser~ations of the left-turns into and out of the site at #he 14th Street driveway,
~# is suggested, howe~er, that tubular markers be mstalled m the center of 14th Street to pre~ent
veh~cles from makang left-turns at #he driveway
