APPEAL ANALYSIS
T~e appl~cantlappe~fant states t~at the closure of the Fourteenth Street dr~ueway w~ll
create publEC safety problems due to traffic pattern changes To support this assert~or~, they
have submrtted an operatiortal traffic study cvnducted by Kaku Associates (Attachmen#
E} The study mvolved f~eld observations from 7 30am to 5 OOpm on Wednesday, Aprif 16,
1997 to pro~ide an assessm~nt of the vehicular-pedestrian conflicts at the driveway and
#he mer~ts of a dr~veway elos~re The~ car~clus~on of th~ study ~nd~cated that a relat~vely low
number of vehicles use the Fourteenth Street driveway with a mm~maf number of veh~cular-
p~destrran con#ficts and that accEdent data mdreates that no accEdents t~a~e accurred over
the past four years ta ~ehicles or pedES#r~ar~s at the driveway The consultants also concur
with the applicantlappellant that the closcare of the dri~eway on Fourteenth Street w~ll
create add~t~on~l tum~r~g moveme~ts ~some potentially hazardous) from #he dr~veways on
P~co Boulevard By allowmg right turns from the Four~eenth Street dri~eway, dri~ers wili

Park~r~c~ and Traff~c Ena~neer Ar~alvs~s
The City Parking and Traffic Engineer has re~iewed the operat~onal traffic study prepared
by Kaku Associates and concurs with the conclusian that clasure of the Fourteenth Street

dr+~eway cauld result in some hazardous traff~c conditions The Parking and Traffic
Engineer also cancludes that the data inciicate few pedestrEanlvehECle canfl~cts at the
dri~eway ~ocafion and that the closure of the Fourt~enth Street dri~eway has the ~otential
to encourage dr~uers to cross #he eastboUnd lanes of P~co Ba~levard and ~ncrease fraffic
circulation in the ad~acent neighborhood from vehECles circling the block in order to
proceed westbound The analysis by the Parking and Traffic Engir~eer indicates that the
~oUrteenth Street dr~veway can safely operate given the modest ~olume of traffic
nor#hbaund an Faurteenth Street and the {evel of service at the intersect~on (Level af
Service B) However, there are concerns regarding left-hand turns enter~ng and exiting
the Fourteenth Street drrveway g~ven ~ts praximrty to the Ptco Boule~ard intersec#ron Whrle
the del~neators originally proposed are effective in prohibiting left-tur~ vehicle movements,
these fixtures are unsitely and require frequer~t repair and replacement As an alternat~ve
to the delir~eators, the Parking and Traffic Engineer has recommended redesigning the
Fourteer~th Street driveway to ~nstall a triangular-shaped channelizat~on island This
redesign would allow right-turn vehicle movements but wauld prohibat left-turns entermg
and exiting the sGfe af this Iocation By allow~ng r~ght turns out of the s~te on to Fourteenth
Street, veh~cles w~l! be ab~e to praceed west on P~ca Boulevard without c~rcling ~nto the
residential r~eighborhood or crass~ng multiple lanes of traffic on Pico Boule~ard Planrnng
staff believes this design resolves the Plannfr~g Commission concerns regarc{ing traffic
overtlaw ir~to the neighborhood and that, given the site's history, concerns regarding
vehicularlpedestrian confiicts are unwarranted Condit~on #24 has been modified to reflect

CONDITIONAL USE PERMIT FINDINGS
The proposed convenience store and fas#-food uses are cond~t~onally permitted
wjthin the sub~ect distric# and comply with ali af the appl~cable provisions of the "City
of Santa Mon~ca Compreher~s~~e Land Use and Zon~ng Ordinance," m that self-
service gas stations w~th con~en~ence stores and fast-foad restaurants are
cond~t~onally permst#ed w~thin the C2 Zonmg D~str~ct
2 The proposed con~enience store and fast-food uses wauld not impair the integrity
and character of the ciistr~ct in which they are to be ~stabhshed or lacateci, in fhat
the C2 D~str~ct aflows a range of neighborhood-senr~ng cammercial uses, including
self-serv~ce gas stations, con~enience stores and fast-faad restaurants
3 The sub~ect parcel is phys~cally su~table for the type af land use being proposed,
m that t~e exis#ing building w~ll not be expanded m size, the sub~ect praperty is
nearly double the m~nimum size required for a selfi-service gas station with a
convenience store and is over two and one-half times the minimum required size
for a fast-food restaurant, and ts a graded parcel with aclequate ~ehict~iar access
4 The proposed uses are compat~ble with the land uses presently an the sub~ect
parcel, ~n that the s~te is currently occu~~ed by a smafl food mart w~th~n a self-

congestion will not Empact surro~nding residential uses as the hours of operat~on
