SUBJECT Award of Contract for Street Improvements at the Northeast Corner of 20th
Street and Olympic Boulevard
Introduction
This report recommends that the City Council award a contract for street Improvements at
the northeast corner of 20th Street and Olympic Boulevard to E & M Constructors
Company, the lowest responsIble bidder, In the amount of $86,000 00
Background
Previously. the City CouncIl appropriated funding to construct street Improvements at the
northeast corner of 20th Street and OlympIc Boulevard Currently, this corner does not
have paved Sidewalk, continuous curb and gutter, a curb ramp for oersons With disabilities,
or an adequate vehicular turning radiUS for large trucks or buses The construction of the
proposed Improvements Will enhance pedestrian and vehicular access and Improve the
aesthetics of the area

The scope of work Includes the wldemng of the curb radius, construction of new curb and
gutter. sidewalk. and a curb ramp, relocation of one traffiC signal and streetlight, planting
of three new street trees. and relocatton of a storm water catch basin This project IS
scheduled to start construction In August 1997 and completed by November, 1997
A Notice I nVltlng Bids was published on Apnl 24 to Apnl 26, 1997 In The Outlook as well
as In four (4) construction Journals Bidding documents were sent to SIX (6)
woman/minority-owned busmess enterpnse aSSOCiations Bid packages were requested
by seven (7) contractors The City Clerk's office received five (5) sealed bids, which were
publicly opened and read aloud on May 15, 1997, by the Deputy City Clerk
The bid results were as follows

3 Excel Paving Company $89,60000
4 Spllat Construction Corporation $93,600 00
5 Damon Construction Company $99,900 00
City Engineer's Estimate $110,00000
The lowest responsible bIdder. E & M Constructors Company supplied the City With five
(5) references and all reported that the Contractor's work was satisfactory The State
Contractors' License Board venfied that the Contractor's license IS current, active and In
good standing

Recommendation
Staff recommends that the City Council
1 Award a contract to construct street Improvements at the northeast corner of
20th Street and Olympic Boulevard to E & M Constructors Company, the lowest
responsible bidder, In the amount of $86,00000, and
2 Authorize the City Engineer to Issue any necessary change orders to complete
additional work In conformance with the Admlnlstrabve Instruction on Change
Orders
