SUBJECT Recommendation to Approve a Change In the Previously-Approved Route
for the U S Constitution Day Parade on Main Street and Deny the Request
to Have Spectator Chairs Placed along the Route
INTRODUCTION
On June 27, 1997, the City receIved a letter from Ronn PIckard, organizer of the
ConstItution Day Parade, requesting a change In the parade route, prevIOusly approved
by CouncIl, and that the Main Street merchants be given permIssion to place spectator
chaIrs along the parade route The following report recommends approval of a change In
the previously-approved route for the U S Constitution Day Parade on Main Street With
conditions established by the City and demes the request to have spectator chaIrs placed
along the route
BACKGROUND
On May 13, 1997, Council approved a request to hold a parade on a route other than the
CIty'S authOrized parade route (SMMC Section 4 08.580) for the Constitution Day Parade
on September 20, 1997, from 1000-11 00 a m The approved route beginS just north of
the entrance to the CIVIC Audltonum parking jot and proceeds south on Main Street to
Manne Street The parade was to disband at Manne Street and partiCipants were to obey

all traffic rules and regulations as they walked (on the sidewalks) back to the California
Hentage Museum for a piCniC Mr Pickard contends that his ongmal event application was
misconstrued and he IS now requesttng approval to have the Parade contmue west on
Manne Street, across Neilson Way, north on Barnard Way, and east on Ocean Park
Boulevard to end and disband at the Callforma Heritage Museum In addition, Mr Pickard
IS requesting the CIty'S approval to have the MaIn Street merchants place spectator chaIrs
on the Sidewalk along the parade route
DISCUSSION
After consulting With the Police and Transportation Departments, staff recommends that
the Parade route be extended west on Manne Street, across Neilson Way, and north In the
northbound lane of Barnard Way to end and dIsband In the south beach parkmg lot (2030
lot) and that It not be allowed to contmue to Ocean Park Boulevard and back onto Mam
Street Parade participants Will then obey all traffic rules and regulations as they walk (on
the Sidewalk) to the California Hentage Museum
Although the parade route Will Significantly Impact local reSidents, traffiC, and translt-
dependent Citizens, the CIty has taken several steps to ensure that the parade IS as safe
and manageable as possIble. ReSidents m the Sea Colony complex and the nelghbormg
NeIlson Villa Apartments, a semor CitIzen apartment bUilding, may be Inconvemenced
briefly as the parade passes the driveway entrances to both bUildings on Barnard Way
The event organizer Will be required to notify the reSidents about the potential

Inconvemence Four Santa MOnica Big Blue bus routes and two MT A routes
(approxImately 50 Santa MOnica bus trrps) WIll be affected by the recommended parade
route These bus hnes, which normally run on Main Street, Will have to be moved to
Neilson Way to accommodate the parade Bus lines crossing Manne Street at Neilson
Way and lines crossmg MaIn Street at PIca Boulevard WIll have to walt for a reasonable
break In the parade In order to cross the IntersectIon The parade Will reqUire the
deployment of 12 officers to handle traffic and crowd control As In the past, the cost of
police servIces (approxImately $3150) Will be underwrrtten by the City
Police and Transportation officials feel that extending the route to Ocean Park Boulevard
as requested by the organizer would further disrupt the flow of traffIC on Ocean Park
Boulevard and Main Street, reqUire the reroutmg of addItional buses, delay bus services
to commuters, and require the deployment of additional police personnel to manage traffic
and public safety In that area
Representatives from BUilding and Safety, Fire, Plannmg, Police, Public Works, and Risk
Management all have senous concerns about permitting chairs to be placed on the pubhc
Sidewalk along the parade route on Mam Street Specifically, staff IS concerned that
placmg chaIrs on the narrow Sidewalks could create a "trip and fall" situation for
pedestrians, further Impede the flow of pedestrian traffic, and make It dIfficult for
emergency personnel to access the pubhc/merchants If necessary Moreover, a City IS
generally prohIbited from Imposing a general liability Insurance reqUirement on a parade

organizer In the absence of a hIstory of InJunes to persons or property from past parades
by this or simIlar parade organizers As a result. staff recommends that the request to
have the merchants place chairs on the public sidewalks be denied
BUDGET/FINANCIAL IMPACT
CIty costs for the requested route remam the same and are estImated at $3,150 Adequate
funds are available In department budgets to cover these costs No additional
appropriations are needed
RECOMMENDATION
Staff recommends that the parade route be extended to end and disband In the south
beach parking lot (2030 lot) and that It not be allowed to continue to Ocean Park Boulevard
and back onto Mam Street Staff also recommends that the request to have the merchants
place chairs on the public sidewalks be denied

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA
AUTHORIZING THE HOLDING OF A PARADE ON SEPTEMBER 20, 1997 ON
A ROUTE OTHER THAN THE OFFICIAL CITY PARADE ROUTE
WHEREAS, pursuant to Section 4 08 580 of the Santa Monrca Municipal Code, the
City Council may authonze a parade route as set forth herein,
NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF SANTA MONICA
DOES RESOLVE AS FOLLOWS-
SECTION 1. That on September 20,1997, from 10.00-11.00 a m., participants in
the U S ConstItution Day Parade are authorized to conduct a parade along the follOWing
route
Staging In the southbound lane of Main Street between Colorado and the "Chain
Reaction" sculpture north of the CIVIC AudItOrium and proceeding south on Main Street,
west on Manne Street, across Neilson Way, north In the northbound lane of Barnard Way
to end and disband In the south beach parking lot (2030) Parade participants will then
obey all traffic rules and regulations as they walk {on the Sidewalks} back to the California
Heritage Museum for lunch.
SECTION 2 PermIssion to conduct the parade IS granted upon the follOWing
conditions

a That parade UOIts may not be brought to the staging area, southbound lane
of Main Street between Colorado and the "Chain ReactIon" sculpture, pnor to 8.00 a m on
Saturday, September 20, 1997
b That amplified sound IS not permitted before 8 00 a m
c That duration of the parade be limited to a maximum of one hour (not
including staging time). including frequent traffic breaks to allow buses and other traffic to
cross the parade route
d That any service not provided by the City, such as barncadlng and conrng of
streets and posting of dIrectional Signs, be assumed and paid by the organizers
e That organizers be responsible for pos.tlng "Temporary No Parking" signs
along the parade route at least 24 hours In advance and removing them Immediately
following the parade.
f That organizers notify residents of the Sea Colony and the Neilson Villa
Apartments In wratlng at least two weeks In advance about the parade and the potential
Inconvenience to reSidents as It travels northbound on Barnard Way
9 That all litter, horse droppings, and directIonal signs be cleared from the
streets and sidewalks WIthin four hours of the close of the parade
h That the parade disband In the south beach parking lot (2030) and parade
participants obey all traffic rules and regulatlons as they walk (on the sidewalk) to the
CalifornIa Heritage Museum
1- That an "Indemnlty and Hold Harmless Agreement" be executed and returned
to the Events Office by August 30, 1997
j That if General LIabIlity Insurance IS retained It will name the City of Santa

SECTION 3 The City Clerk shall certify to the adoption of this Resolution, and
