INTRODUCTION
ThiS report recommends repealing Resolution No 8417 which established poliCies and
fees for rental of recreation facIlities and program fees, and Resolution No 8363 which
established pnonty use levels and fees for rental of the Ken Edwards Center. It also
recommends repeal of sections 2, 9 and 10 of Resolution No 8770 which established
or amended recreational program user fees and faCIlity rental fees, section 3 of
Resolution No 9042, and sections 2 and 4 of Resolution No 9150
BACKGROUND
The Department of CommunIty and Cultural Services operates a vanety of recreational
facIlities including park bUildings, fields and sWimming pools, as well as the Ken Edwards
Center In addition, the Department offers a Wide vanety of recreational programs and
actiVitIes for seniors, adults, youth and teens
FACILITY FEES
FaCility fees have been developed and amended by resolutions over the past five years
for faCIlities operated by the Community and Cultural Services Department

to consolidate the documentation of fees for recreational facilities and Ken Edwards
Center, It IS recommended that a Single resolution be adopted containing all said fees
All fees have been approved In prevIous resolutions, WIth the exception of the
Commercial Camp Field Rental Rate ThiS fee IS for commerCially operated day camps
which use City fields for baseball, softball or soccer
The meeting room faCllltles are used by City departments, diVISions, boards and
commiSSions, non profit organizations, community groups and pnvate IndiViduals
according to pnonty usage policIes Current resident non-proftt rental rates of park
bUildings and the College community room are $5 79 to $12 10 per hour dunng regularly
staffed times The current non-profit rates for the Ken Edwards Center are $10 00 to
$25 00 per hour dunng regularly staffed times, except for senior service organizations,
which are charged $7 50 to $25 00 per hour Non-profit organizations funded by the
City are allowed use of Ken Edwards Center at no rental charge for 300 meeting hours
each fiscal year
With the passage of the FY 1997/98 budget, the Neighborhood Support Center and
neighborhood groups no longer receive City financial support The neighborhood groups
Will have to pay the same room rental payments for the Ken Edwards Center as all other
non-profit organizations In an effort to encourage Santa MOnica non-profit neighborhood
groups With 501-c(3) or 501-c(4) status to conduct bUSiness In accessible and
convenient locations throughout the City, It IS recommended these qualified groups be
allowed to use City meeting room faCilities for up to 300 hours annually Without a rental
charge

PROGRAM FEES
Recreation program fees have been adopted and amended over the past five years In
an effort to consolidate all fees for recreational programs and services conducted by the
Community and Cultural Services Department m a Single resolution, It IS recommended
that the attached resolution be adopted All fees have been approved by prevIous
Council actIOns, With the exception of adjustments to sWImming Instructions and Semor
Recreation Center actiVity card fees Those changes were supported, respectively, by
the Recreation and Parks CommisSion the Commission on Older Americans
FINANCIAL AND BUDGET IMPACTS
ThiS recommendation Will not have budgetary or fmanclal Impact on the City Prior to
June 30, 1997 non-profit neighborhood groups With 501-c(3) or 501-c(4) status usmg
meeting space In Ken Edwards Center were eligible for facility use at no charge and use
of park bUilding meeting rooms by neighborhood groups has been mmlmal Revenues
for the rental of fields to commerCial camps, the Increase IS sWimming lesson fees and
the change m pncmg structure for Senior Recreation Center actiVIty cards have been
Included m the 1997/98 revenue budget at the proposed rates
RECOMMENDA TION
Staff recommends that the City CounCil repeal Resolution No 8363, Resolution No
8417, and sectIons 2 and 10 of ResolutIon No 8770, and adopt the attached resolution
declaring the City's poliCY and fee structure for use of the Ken Edwards Center and
recreation faCIlities Further, staff recommends the City CounCil repeal section 9 of
Resolution No 8770, section 3 of Resolution No 9042, and sections 2 and 4 of
Resolution No 9150, and adopt the attached resolution declaring user fees for

the first four hour penod plus $30 00 for each addItIOnal hour The non-resIdent rental fee shall be
$360 00 for the first four hour penod and $42.00 for each addItIOnal hour
(3) ConceSSIOn Stand The rental rates for the conceSSIOn stand at the MunICIpal
Sv.lmmmg Pool shall be establIshed as follows
a) City Sponsored Groups - Base rate of $20 00 per day
b) PublIc Groups - Base rate of S30 00 per day
c.) Pnvate or CommercIal Groups - Base rate of S50 00 per day. plus 25% of
gross mcorne over $100 00

(1) The orgamzatIon applymg to use the KEC IS a human sernce orgamzatIOn funded
dIrectly by the CIty of Santa Momca. and has not exceeded Its annual cap of 300 meetmg hours
WIthout charge
(2) The orgamzatIon 15 a CIty of Santa JvlollIca department. dl\"ISlOn. board or
commISSIOn
(3) The orgamzatIOn IS a Santa MOllIca neIghborhood group and has not exceeded Its
annual cap of 300 meetmg hours WIthout charge
B AddItIonal fees may be charged for the use of the KEC when
(1) Use of the KEC by any organIzatIOn reqUIres buIldmg coverage or mamtenance
beyond that normally proVIded
(2) Use of the KEC results m permanent damage to the faCIlIty mtenor. extenor or ItS
furnlshmgs.

through the CommunIty Development Program. OrgamzatIOnal Support Grant Program. or Co-Arts

of semor serVIces. these orgamzatIOns shall be gIven a reductIOn m the non-profit fee when utIlIzmg

Department should mclude a wIde varIety of actlvmes to appeal to dIfferent mterests. ages. and
abIlItIes and not be lImned merely to phYSICal actIvItIes. outdoor actlvmes. daj1Ime actlvmes. or to
chIldren or others of special categorIes: and
WHEREAS. tradltlOnal recreatIOn programs mclude some actiVItIes that entad expense
beyond the normal cost of actnlItIes m the general program. and
WHEREAS. 1t IS the poltcy of the CIty of Santa Momca to charge for the costs of these
serVIces proVIded by Cny staffwhen such serVIces benefit mdIvIdual users rather than members of
the commumty as a whole. and
\\'HEREAS. Sectlon 272010 of the Santa MOnIca MunIcIpal Code (the Code) authorIzes
the CIty to establIsh and set the amount of user fees or fees for serVIces proVided to or for the benefit
