SUBJECT Recommendation to Authonze the City Manager to Negotiate and Execute
a Professional ServIces Contract with Wllldan Associates for Plan Check
ServIces ReqUIred by The BUilding and Safety DlVJSlon.
INTRODUCTION
This staff report recommends that the City Council authonze the City Manager to negotiate
and execute a contract with Wllldan AssocIates In an amount not to exceed $125,000 to
provIde back-up plan check servIces for the Burldlng and Safety D,vlsron
BACKGROUND
The BUilding and Safety DIVIsIon IS currently experiencing an Increase In bUilding
construction activIty BUlldmg and Safety staff estimate that at least eight large projects
with a valuation of one million dollars or more wllf be submitted to the BUilding and Safety
DIVISion for plan check review dUring Fiscal Year 1997/98 These large projects, added
to the Increased volume of smaller projects necessitate the need for consultant plan check
services
CONSULTANT SELECTION
Three proposals were obtaIned from firms speCIaliZing In plan check servIces to

mUnicipalities ICBO Plan Review Services would charge the City 77% of the City fee
collected by for project valuations of up to $200,000, 76% of the City fee collected for
valuations between $200,000 - $500,000 Melad and Associates would charge 75% of
the plan check fee established by the City, regardless of the valuation Wllldan
AssocIates. a consulting firm that has previously served the Planning and Community
Development Department, proposed the lowest bid 65% of the fee charged by the City for
work valuations up to $500.000,60% of charged fee for valuations between $500,000 and
$2,000,000 and 50% of city collected fee for projects over $2,000,000 valuatIon

There Will be no finanCial Impact Funds for plan check consultant services are available

RECOMMENDATION
It IS respectfully recommended that the City CouncIl authorize the City Manager to
negotiate and execute a contract with Wllldan AssocIates In an amount not to exceed
$125,000
