SR-6-T (9) feS051F 1/~3/ 9r5'tf; tfl?becr I/,\--r c.o-x.tra.dfr;; :ff?.2 31 + 7231' ccs \{) I CCS Admm as F \CCSADMN\SHARE\STAFFREP\SRPA WPD City Council Meeting August 12, 1997 Santa MOnica, California AUG 1 2 1997 TO Mayor and City Council FROM City Staff SUBJECT Recommendation to Approve Resolutions AuthorizIng the FIling of Applications with the Los Angeles County Regional Park and Open Space District for Los Angeles County Proposition A (Safe Neighborhood Parks Act) Grant Funds and to Authorize the City Manager to Negotiate and Execute Grant Agreements If Funding Is Received INTRODUCTION ThiS staff report recommends that the City CounCil approve the attached resolutions that authOrize the City staff to submit grant applications for funding made pursuant to the 1992 Los Angeles County Safe Neighborhood Parks Act (PropOSition A) and that certify that the City understands funding requirements of the Act It further requests authOrization for the City Manager to negotiate and execute grant agreements If the City'S applications are funded BACKGROUND The Los Angeles County Park and Open Space District recently Issued Request for Proposals for a range of competitive programs funded from 1992 Safe Neighborhood Parks Act ThiS Act proVides funding for three speCifiC funding programs SpeCified Projects (project speCified In the Act Itself, Includmg Phase II of Palisades Park Improvements and the South Beach Improvements) 1 ~T AUG 1 2 1997 Per Parcel Discretionary Projects (allocated to the City by formula and used to renovate Lincoln Park and upcoming Improvements to Joslyn Park) Competitive Programs (funding allocated through a county-wide competitive process In specific areas such as at-risk youth centers, senior centers, urban trails, urban tree plantIng, stream and river restoration) The City successfully competed for Urban Trail funds In round two, receiving an award for the expansion of the Beach Bike Path from the Santa MOnica Pier south to Bay Street The District recently Issued Requests for Proposals (RFP's) for the third, and final, round of funding for the 1992 Competitive Program City staff have reviewed the RFP's to determine the City's eligibility for speCifiC program funding areas and the viability of pOSSible projects consistent with the strategies of the City'S Parks and Recreation Master Plan which was approved In concept by the City CounCil on July 1, 1997 DISCUSSION Grant applications are due to the County on September 8. 1997 Therefore, It IS necessary to request that CounCIl approve the attached resolutions at Its August 12, 1997 meeting Staff Will continue to refme project scope including the deSign of a youth employment component that IS a funding requirement for all Proposition A projects The follOWing generally deSCribes the three projects that City staff has determined would be competitive as well as consistent With pnonty one strategies of the Parks and Recreation Master Plan 2 At-Risk Youth Recreation and Service FacIlities This application would be filed jomtly by the City of Santa Monica and the Police ActiVities League (PAL) $300,000 In funds would be requested to support enhanced recreation program faCilities at Virginia Avenue Park This funding would supplement the current appropriation of $2 176 million In City funding to expand and Improve the park The prOject would be Integrated With the deSign and construction of the City's current efforts A portion of the WIder project's funds would provide the required match to thiS grant application Urban Tree Plantmg ThiS application would support a proposed Santa MOnica Reforestation Project which would support the planting of 375 street trees to further enhance the CIty's Community Forest ApprOXimately 35% of the trees would be planted In the Mid-City area Some 25% are replacements for trees damaged or removed dunng the January 1997 Wind storms, With the remainder filling vacancies throughout the City A total of $65,000 In funds would be requested, covering purchase of trees, Installation and the first year of mamtenance Urban TraIls ThiS application would support continued Improvements to the beach trail system $300,000 In funds would be requested to Improve Circulation and safety of the blkepath by Widening or adding an additional path In the area just north of the Santa Monica Pier These funds would also be used to Improve linkages for pedestrians and bicyclists between Palisades Park and the beachfront though '"' .) Increased secunty lighting, fencing and entryway treatment of the five pedestnan bndges that hnk the Park to the beach promenade and beach blkepath FISCAUBUDGET IMPACT The requested Council action would authorize the submittal of grant applicatIons Any required matching funds would be Identified from eXisting budget appropnatlons, therefore there IS no Immediate budgetary Impact If grant funds are awarded, the appropriations of grant funds would be requested RECOMMENDA TION City staff recommends that the City Council approve the attached resolutions authOriZing submittal of PropOSition A grant applications and certifying the City's understanding of grant req ulrements, and authOrize the City Manager to negotiate and execute all grant applications If funding IS awarded.
