SUBJECT Recommendation to Authorize the City Manager to Negotiate and Execute
a Contract Modification with Arthur 0 Little, Inc to Expand the Landfill Gas
Extraction System at the City's Corporate Yard
INTRODUCTION
This report recommends that the City Council authorize the City Manager to negotiate and
execute a contract modification with Arthur 0 Little, Inc , to expand the planned landfill gas
extraction system to control landfill gas emiSSions from the landfill underlYing the City's
Corporate Yard Additionally, thiS report recommends appropnatlon from the undeslgnated
General Fund balance to fund associated regulatory and mitigation actiVities
DISCUSSION
On March 25, 1997, CounCil authonzed the City Manager to negotiate and execute a
contract with Arthur 0 Little, Inc, to design and Install an Interim landfill gas extraction
system at the City Yards The contract has been executed

Subsequently, landfill gases were discovered In areas where they had not been
previously encountered As a result, the extraction system must be expanded to
adequately mitigate the potential for any additional emissions across a more extensive
area The expanded Intenm system will be desIgned so that It will be compatible with
the permanent landfill gas extraction system to be Installed Staff requests that Council
authonze the City Manager to negotiate and execute a modification to the eXlsltlng
contract with Arthur D Little to design, construct, and Install the expanded Intenm
landfill gas extraction system
In addition to the Intenm system, other activities related to the mitigation of the landfill
gases must be understaken These activities Include the purchase of landfill gas
detection monitors and South Coast Air Quality Management Dlstnct permit fees
Funding for these elements of the project IS required
BUDGET/FINANCIAL IMPACT
This account has a small over expenditure of $12,171 due to the necessary mitigation
activities descnbed above The recommended appropnatlon will cover both the
contract modification costs and the mitigatIon activities Funds should be appropnated
from the undeslgnated General Fund balance In the amount of $418,181 Into account
number 01-710-451-20097-8900-99161 (Landfill Gas Mitigation)

Staff recommends that the City Council
1 Authonze the City Manager to negotiate and execute a contract modificatIon for up
to $406,010 with Arthur D Little, Inc to design and Install an expanded Intenm landfill
gas extraction system and $12,171 for related regulatory and mItigation activitIes
2 Authonze the budget action described In the prevIous section
