SR-6-P (15)R~s~~~~ ~9 PCD SF PC f lplanladminlccreport119961cm~1997 Council Meeting Aug~st 12, 1997 Santa Monica, California TO Mayor and City Council FROM City staff ~~ AUG ~ 2 1997 SUBJECT Recommendat~on to Adopt Local Implementation Report on the City's Congestion Management Goals ar~d Appro~e a Resolution of the City Council Frnding the City to be ~n Compl~ance witi~ the 1995 Congest~on Management Program (CMP} INTRODUCTION Th~s staff report recommends that the C~ty Counc~l adop# the Local Implementat~on Report on the City's cangestion management goa6s and the attached Resolution statir~g that the C~ty is in camp~~ance with the 1995 Los Ar~ge[es County Congestion Management Program (CMP) The CMP is a state-mandated program that was created to Imk land use, air quality and transportation decisions The Los Ar~geles County Metropolitan Trans~ortation Authonty (LACMTA) administers the program for all cit~es in Los Angeies County Cor~formanc.~ with the CMP ~s requEred in order for the C~ty to be eligib~e for state gas tax mon~es from Proposition 111, passed by the ~oters of California ~n Ju~e, 1990 BACKGROUND The City of Santa Monica is required to conform to the CMP by taking the following actions i ~ -a~ , A~~ i 7 ~ss7 o Conduct annual traff~c counts and caiculated le~els of service for selected artenal ~ntersections, cansistent with the requirement ider~tGfied ~n the CMP H~ghway and Roadway System Chapter o As part of the environmental review pracess, analyze the impacts of new de~elopment on t#~e CMP system o Cont~nue implementation of the Transportation Management Plan (TMP) ordinance o Adopt a~oca! Implemer~tat~on Report which tracks the City's pragress in meetmg the congest~on management goaEs for new de~elopment o Hold a nottced public hearmg and adopt a resolution c~rt~fying complkance w~th the CMP The C~ty has compl~ed with the first three requrrements descr~bed above by conducting and forwarding the traffic counts to the LACMTA, analyz~ng impacts to tt~e CMP network as part of the environmenta! review process and implementing the City's TMP Ord~nance T~~ Local Implementation Report (attached to the Resolution in Attachm~nt A) summarizes the City's efforts in meeting congestian mitigation gaafs set out by the LACMTA First, the report calculates the number of debit points that must be mit~gated based upon new development act~v~ty Second, the report ~nciudes a I~st of eligible transpor#atio~ pro~ects which mit~gate the ~rnpact ofi the new developmer~t and provtde cred~# points Unused cred~t points fr~m previous iocal implementation reparts are carried o~er to #he foilowing years The report then summar~zes the balance of debits to credits This year's Local lmplementatfon Repart shows that the G~ty has a surplus in cangestion mitigation credits from #ransportat~on Emprovements when compared to congest~on debits due to new 2 development Th~s year the City accrued credits from implementation of a transportation demand managemen# ordmance, sEgnal synchronization pro~ects, increase in transit service and ridersF~ip, and demofGt~an of buiidmgs and exp~ration of permits The City accrued debits due to new deveiapment bu~lding permEts The C~ty carned over 58,755 credit points from transportation improvemer~ts in the 1995/96 Local Implementation Report It shoufd be r~oted that 24,566 of those credi#s were appro~ed last year by the MTA after the Santa Monica C~ty Counc~l approval of the local ~mplementation report The MTA awarded Santa Monica special crecl~t for the effec#~~eness of the Transpa~tation Management Plan Ordmance over and above the County average for rid~sharmg Therefore, the C+ty currently has 64,586 net credits for use in future years far the CMP defic~ency plan pragram If adopted, the Local Implementation Report and resalutGOn w~ll be forwarded ta the LACMTA which wilf determine the City's conformance with #he CMP LACMTA staff will re~iew the report for Santa Monica and all other Los Angeles County cities and present the mformation #o tF~e LACMTA Baard later this year Cvnformance with the CMP is impar#ant in order to maintair~ the flow of state gas tax mvnies to the Crty far transportat~on pro~ects 3 BUDGETlFINANCIAL IMPACTS The recommendation presented in this report does not ha~e a budget or fiscai impact STAFF RECOMMENDATION It is recommended that t~e City Cauncil adopt the attached Reso~~tion and attached Locaf Implementation Report find~ng that the City is in compliance with the 1995 Cangestion Management Program {CMP) Prepared by Suzanne Frick, Director Paul Casey, Assistant to the Director Planning and Commur~ity Development Department Attachment A Resolution for Adaption Fmding the City ta be in Campliance wEt~ the 1995 CongestEOn Managemen# Program (CMP) 4 ATTACHMENT A 1 4 RESOLLTTION NO. 9189 A RESOLUTION OF THE CITY COUNCIL O~ THE CTTY OF SANTA MO1vICA FINDING THE CITY TO BE ~Y CONFORMANCE WITH TYE CONGESTION MANAGEMFNT PROGRAM (CMP) AND ADOPTING THE CMP LOCAL IlvIPLEME.~i'I'ATION REP~RT, IN ACCORl]ANCE W~TH CALIFORNIA GQVERI4~VIF.NT CdDE SECTION G5089 WHEREAS, the Los Angeles County Metropolitan Transportat~on Authonty ("MTA"} act~ng as the Congestion Management Agency for Los Angeles County, adopted the 1995 Congest~on Management Program m November, 1995; aitd WHEREAS, the adopte~ CMP requ~zes that MTA annualiy determme that the County and cit~es within the County are conforrnir~g ta a11 CMP requirements; and WHEREAS, the adopteci CMP requ~res subrn~ttal to the MTA of this CMP locai implementat~on repart by September I of each year, ar~d WHEREAS, tf~e City Council f~eld a noticed pubiic hearing on August 12, I997; NOW, THERE~'QRE, THE CITY COUNCIL OF 3'HE CITY ~F SANTA 11~~1~TICA DOES HEREBY RFSOLVE AS FOLLOWS: i r ~ SECTION 1. This report baiances traffic congestion impacts due to growth within the City with transportation improvements, arid demonstrates that the City is meet~ng its responsibilit~es under the Countywide Deficiency Plan. 2 t SECI'iON 2.
