Mayor and City Council FROM City Staff SUBJECT, Recommendation to Approve the Final Design for Renovation of Miles Playhouse and Amend the Contract with the John Ash Group for Additional Services INTRODUCTION ThiS report provides information on the renovation plans proposed for Miles Playhouse, recommends approval of the Final DeSign, and recommends that the City Council authorize the City Manager to amend the contract with the John Ash Group to provide for the preparation of plans to relocate eXisting utilities on the Site, BACKGROl)ND Miles Playhouse, located In Chnstlne Emerson Reed Park (formerly Lincoln Park), was constructed In 1929. A former City Councilman, J Euclid Miles, bequeathed $25,000 upon hiS death In 1925 for construction of a "public recreation hall for the children and young men and women of the community."' DeSigned by John Byers, an architect noted for use of the Spanish Colomal revival style, the bUilding IS a City landmark and IS eligible for inclUSion on the National Register of HistOriC Places Over the years. Miles Playhouse has been used for recreation actiVities, games, athletiC dnlls, scout troop meetings, community classes, rehearsal space, dances, recitals, and of course, theatre performances The structure was heaVily damaged In the January, 1994, Northndge earthquake. Later that year, the John Ash Group was selected to prepare renovation plans and a community process was Initiated Three public workshops were held 30"" 1997 98 l November, 1994, and February, 1995. At these meetings, particIpants expressed preferences for a facIlity that accommodates musical and theatrical performances, supports neighborhood actIvities and events and provIdes supplemental actIvities that may Include exhibitions and classes Performing arts groups, the Santa MOnica Hlstoncal Society Museum and recreational dance groups expressed Interest In uSing the restored playhouse. The City also conducted focus groups and surveys with youth In the local schools The youth expressed Interest In film and performance space, mUSIC, video and film production facilities, speCial Interest classes and exercise opportunitIes In addition, a number of schools and youth organizations expressed an mterest In uSing the Playhouse Based on community Input, use gUidelines were adopted by the City Council In Apnl, 1995 to be used In evaluating future uses and viable user groups (Attachment I). Because of the wIde range of user 9roups Interested In the Playhouse, a Concept DeSIgn for the renovatIon of the Playhouse that preserves fleXIbility In determining the ultImate uses and users was developed The deSIgn (Attachment II) was approved by the City CounCil on Apnl 11, 1995, after Arts Commission, Landmarks Commission, and Recreation and Parks Commission review and Input The Concept Design brings the Playhouse up to seismiC safety standards and prOVides "baseline" Intenor Improvements (restrooms, accessibility for persons with disabilities, heating and air conditioning, a small entry vestibule, and support areas) that are needed regardless of the ultimate use or user groups Additional Improvements could occur once the use of the Playhouse IS determined DISCUSSION In March, 1997, the City began preparing detailed deSign documents after the Federal Emergency Management Agency (FEMA) and other governmental agencIes completed their revIew and assessment of the conceptual reconstruction plan These more refmed deSign documents have been prepared based on the City CounCil approved Concept DeSign. Upon approval of the Final DeSign by the Council, constructIon documents Will be completed The project Will be advertised for bidders and a contractor WIll be selected for approval by City CouncIl. The City must begm constructIOn of these Improvements In the Fall of 1997 or nsk losing Federal funds. Only the physical Improvements to the Playhouse are being proposed at this time. A process to determine the use of the Playhouse Will be developed and initiated once the renovation work begins City staff Will Issue a Request for Proposals (RFP) based on Council-approved gUidelines and Will recommend uses to Council after review of the proposals. FINAL DI;SIGN The Intenor and extenor bUilding Improvements Will restore the Playhouse to Its onglnal appearance, with very little noticeable change to the 1929 design Aesthetic Improvements to the site surrounding the Playhouse Include removal of two Juniper trees In order to open up vIews of the front of the Playhouse from Lmcoln Boulevard, relocation of two utility boxes. creation of a flagstone courtyard with gathenng area outside the entrance, and minor In fli I landscaping to match the eXisting palette (shrubs and groundcovers). The two Junipers outside the entrance to Miles Playhouse, onglnally approved by the Council for relocation to the rear of the Playhouse so that the bUilding would be more visually accessible, will be replaced with two new Jumpers on either Side of the structure (depicted on the landscaping plan, Attachment III) The two eXisting Jumpers are not considered hlstoncally or aesthetically slgmflcant, and according to Grace Heintz, author of Trees of Santa Monica. and the City'S Community Forester, could be replaced with new trees at the proposed locations. Transplanting the Junipers was Investigated and IS estimated at nearly $17,000 (without warranty) All other eXisting landscapIng, Including the eucalyptus and bird of paradIse species around the Playhouse Will be retamed In place The two utility boxes, a transformer and SWitchboard at the northwest corner of the Playhouse, will be removed and relocated to the unused locker bUlldmg under the tennis court bleachers. This bUilding Will be reconstructed to comply with current bUilding code requirements Because thiS work was not Included as part of the onglnal scope, the contract with the project architect, the John Ash Group, Will need to be Increased by $10,000 to cover related deSign costs COMMISSIONS AND PUBLIC REVIEW An open house for public review of the Final DeSign was held on Thursday, May 15, 1997 The Final DeSign was also reviewed by the Arts Commission on May 19, 1997, and reviewed and approved by the Landmarks Commission on May 19, 1997, and Recreation and Parks Commission on May 22, 1997 BUDGET/FINANCIAL IMPACT The additional deSign and construction budget totals $1,463,488. Current and proposed appropnatlons are as follows Current Appropnatlons 13-500-402-35645-0940-13005 $375,948 19-710-202-20097-8900-99440 $366,195 Proposed FY 1997-98 01-740-511-20098-8900-99440 $721.345 TOTAL $1.463,488 No additional appropriations are needed. STAFF RECOMMENDATION Staff recommends the City Council approve the Final DeSign of Miles Playhouse rehabilitation plans and landscape Improvements as proposed and authorize the City Manager to amend the contract with The John Ash Group In an amount not to exceed $10,000 so that the deSIgn of relocating the utility boxes will be Included the proJect.
