SUBJECT Recommendation to Amend the Contract wIth HamIlton, RabInovitz and
Alschuler, Inc for Preparation of SpecIal Studies for the 1998-2003 Housing
Element
INTRODUCTION
This staff report recommends that the eXistIng contract with Hamilton, RabinovItz and
Alschuler, Inc (HR&A) for the preparation of Special Studies for the 1998-2003 Housing
Element be amended to cover additional costs assocIated wIth further analysIs that IS
anticipated to be needed In response to comments received from the CalifornIa
Department of Housing and Community Development (HCD) follOWIng their review of the
draft document The proposed amendment IS for $10,000 resultIng In a total contract
amount of $197,640 Including a contIngency of $6,430 It IS also recommended that the
term of the contract be amended to ensure that HR&A remains under contract With the City
until the final document IS adopted
BACKGROUND
On July 14, 1995 the City of Santa MonIca entered Into a contract With HR&A for the
preparation of specIal studIes for the 1998-2003 Housing Element for a total budget of
$167,090 Including a $6,43000 contingency 1 An amendment 10 thiS cont;acl W6~tered

Into on October 15, 1996 to Increase the contract amount by $20,550 and modify the
contract term from July 31, 1996 to December 31, 1997 The proposed modIfication
would Increase the budget by $10,000 raising the total contract fee to $197,640 (an
Increase of 5%) The $6,430 contingency would remain In the contract Additionally It IS
recommended that the contract term be extended to June 30, 1998 to allow for additional
time to complete all work associated with the final Housing Element
The additional funds Will cover costs at a time and matenals basIs for services related to
assisting staff In responding to HCO's comments related to the special studies that HR&A
prepared for the Draft Housing Element This budget Will also cover HR&A's participatIon
In meetings with HCD staff and In meetIngs with the CIty's decIsion makers to discuss the
comments raised by HCD In ItS review letters
BUDGET/FINANCIAL IMPACT
This staff report recommends that the City Manager negotiate and execute a contract
amendment with HR&A to Increase the contract amount by $10,000 These funds are
Included In the 1996/97 budget In account #01-210-266-00000-5506-00000
RECOMMENDATION
It IS recommended that the City Council authorize the City Manager to negotiate and
execute a contract amendment with H R&A for the preparation of special studIes for the
HOUSing Element Increasing the contract budget by $10,000, resulting In a contract amount
