Inc , for the deSign of repaIrs and upgrades to the Moss Avenue Sanitary Pumping 1 JUN 1 7 1997 6K Station. PCH Sewer, and City Monitoring System DUring the design of the PCH Sewer, Closed Circuit TelevIsion (CClV) mspectlons disclosed earthquake-related damage to the Mam Street sewer, which IS the downstream connection to the PCH Ime The Federal Emergency Management Agency (FEMA) has prepared a Damage Survey Report (DSR) for an additional $1 6 million for the repair of the Mam Street sewer Staff recommends that the contractor should design both sewers concurrently for greater coordination and cost effectiveness DIscussion FEMA and the State's Office of Emergency Services (OES) are expected to reimburse 100% of the costs for the earthquake- damaged sewer line repairs and the City Will fund additional costs for any necessary sewer line capacity upgrading Staff has been meetmg with the City of Los Angeles regarding their portion of the upgradmg costs The City of Los Angeles contributes a sizable portIOn of the total wastewater flow Into the Moss Avenue stalion and Will be responsible for their fair share of the cost to upgrade both the station and the northerly part of the Coastal Interceptor System (CIS) The flow IS combmed With the rest of the City's flow m the Mam Street portion of the CIS All the wastewater IS then transported to the Hyperlon plant for treatment The cost sharing percentages for the southerly part of the CIS Will be adjusted accordmgly to reflect the actual flow components of both cities Staff recommends that the deSign portion of the project move forward prior to final funding approval by FEMA to ensure coordmatlon With other sewer projects In the 2 VICInity There are sufficient funds In the Wastewater Fund to cover the design costs proposed In this report should FEMA not give final approval BudgetlFlnanclallmpact FEMA has approved a Damage Survey Report (DSR) for the Pacific Coast Highway sewer repair project for the full amount requested However, the City has not yet received the DSR approval for the Main Street portion of this project Staff anticipates that FEMA and OES will reimburse 100% of the Main Street DSR as It has all other sewer repair DSRs, but since thiS approval has not offiCially arrived yet, staff recommends that funds from the Wastewater Fund be used FUNDS REQUIRED Contract Amendment $ 156,400 Contingency 31,280 TOTAL FUNDS REQUIRED $187,680 Funds In the amount of $195,400 are available In Account #31-760-661-20097-8900-99125 3 Recommendations Staff recommends that the City Council 1 Authorize the City Manager to negotiate and execute an amendment to the professional services contract with Montgomery Watson In an amount not to exceed $156.400 for design of the Main Street sewer main repairs and capacity upgrades, and, 2 AuthOrize the City Engineer to Issue any necessary change orders to complete additional work In conformance With the Admmlstratlon Instructions on change orders Prepared by Craig Perkins, Director of EnVIronmental and Public Works Management Anthony Antlch, P E .
