The City Planning Commissian approved the Tentative Map and the Tenant-Participatmg
Can~ersion far the above pro~ect on November 2a, 1996, after a public hearing and a
careful review of the record and staff recommendatians The action of the Plann~ng
Comrnissian was based on the Comm~ss~on's findmgs that the proposed Tenant-
Part~c~pating Con~ersion meets the requiremer~ts of Article XX of the City Charter and that
the proposed subdivision is consiste~t with applicabEe general and specific plans as
adopted by the City of Santa Mon~ca along witF~ all mandatary requirements of the

Subdivision Map Act of the State af California
The owners have subm~tted ta the City a Wr~tten Consent Agreement binding the owr~ers
and any successors in interest to each condit~on imposed in conr~ectian wit~ approval of
this Tenant-Part~cipating Conv~rsion This Written Consent has l~een appro~ed by the
City Attorney and the City Manager Each partic~pat~ng tenant has been infarmed in writing
of his or her rights under Article XX of tF~e City Charter The License D~v~sion reparts that
proper arrangements have been made to ensure payment of the Tenant-Part~cipating
ConversGOn Tax
The Final Map conforms to the Tentative Map The F~nai Map has been certified by the
City Engineer for conformance with the Tentat~ve Map ar~d condit~ons thereon, the
Subdivision Map Act and local ordinances The C~ty Attorney's office has appraved a
Declaration of Co~enants, ConditEans, and Restr~ctions, or equivalent document, far this
proaect as complying with the conditions af the Tentati~e Map and the Tenant-Participating
Conversian
Council ap~raval of a final map for a Tenant-Participatang Con~ersion represents one of
the last ste~s nec~ssary m the conversion process ~ollow~ng C~ty Council action and
approval by the Galifamia Department of Real Estate the applicants may begin selling their
units to the tenants As each unit is sold a con~ers~on tax per Section 2008 of Article KX
as due in an amount equal to twel~e times the monthly maximum allowable rent for that

unit These taxes w~ll be used to assist low and moderate mcome households to purchase
or improve the~r t~nits sub~ect ta affordable repayment p~r Section 2009 af Article XX
BUDGETIFISCAL IMPACT
The recommendation presented in th~s report daes not have an immediate budget or fiscal
~mpact If and as un~#s ~n the prfl~ect are sald in the future, Ter~ant-Participatmg
Canversion Taxes wEll be callected pursuant to the provisions of Art~cle XX of the City
Charter and some tncreased property tax revenues may be generated
RECOMMENDATION
It Gs respecifully recommended that the ~inal Map for this Tenant-Participat~ng Conversion
be appro~ed by adoption of the accompanymg resolution
