IntroductIon
ThIS repon recommends that Clly CounCIl authonze City 'vfanager to waive competlllve blddmg
procedures and negotiate on the open market consIstent WIth Sl'vlMC 2 24 100 (c). and to negotIate
on the open market a three-year contract for mamtenance servIces for the Farmers' Market program
In thIS mstance. competit1ve blddmg procedures would be to no aVaIl and would cause unnecessary
expense and delay

In an effort to more efficIently manage maIntenance servIces wlthm the Clly, a competmve process
was InItIated to select maintenance servIces vendors m vanous areas or "servIce groups" of the Clly.

l'vlarket For servICe to the Farmers' 'vlarket. three proposals were receIved. two of whIch were
deemed responsIve On October 22. 1996, the CIty CounCIl awarded the mamtenance servIce
contI'act Subsequently both responsIve bIdders Withdrew from conSIderatIOn

Based on the expenence from the mItIal blddmg procedure. It IS apparent that another cOmpetitIve
bIddmg process would came unnecessary expense and delay Therefore, It IS recommended that the
competitive bIddmg procedures be waIved and the CIty :\lanager be authonzed to negotIate on the
open market for mamtenance serVIces at the Farmers' Market
