SR-6-I (40) . ctmfraof- ;ffG0 C( q CC 5 61 . ., l . ~t.. t - !~ ~{d1 1: . r I M iii EPWM CP SM 2SHEL TAl WPD Santa MOnica, California Council Meeting June 24, 1997 JUN 2 It 1997 TO Mayor and City CouncIl FROM City Staff SUBJECT Recommendation to Authorize the City Manager to Negotiate and Execute an Agreement with Sheltalr SCientific Limited to Complete Phase Two of the Sustainable Development GUidelines for Construction Projects In the City of Santa Monica and to Approve FormatIon of a Technical AdvIsory CommIttee INTRODUCTION This report recommends that the City Council authortze the City Manager to negotiate and execute an agreement with Sheltalr SCIentific LImIted. a sustamable design consultant, to complete Phase Two of the Sustainable Development GUidelines for construction and development projects In the City of Santa MOnica The report also requests authorization to form a Technical AdVisory Committee to adVIse staff and consultants dUring Phase Two of the project BACKGROUND In March, 1996, Council approved a contract with Sheltalr SCientific Limited to develop SustaInable Development GUidelines for the City At the time, the project was divided Into two Phases In order to proceed with the project In the most cost effective manner In December, 1996, Sheltalr completed Phase One of the Sustainable Development GUldelrnes which Identifies a vanety of measures available to Improve the sustalnablllty of new construction These measures Include reducing resource consumption, f" 61 Jt 1 .. - JUN 2 It 1997 . .. reducing waste generation and pollution, reducmg the use of hazardous matenals, and protecting the local environment and public health The measures Include a vanety of options which need further evaluation to determine their applicability and consistency with state and local bUilding codes DISCUSSION Phase Two of the gUidelines project will start with apPointment by City Council of an eleven-member Technical Advisory Committee, a group to be comprised of seven technical and four general community representatives to assist In the assessment and feaSibility of speCific design regulations All persons reSiding or dOIng business In Santa Monica will be Invited to apply for appointment to the Committee It IS proposed that the seven professional committee members be comprised of one representative from the Planning Commission Subcommittee on Sustalnablllty, one member of the Task Force on the Environment, an architect. a developer, a contractor, a CIVil engineer, and a construction financing expert It IS preferable that all Committee members be knowledgeable about the City's development approval process, Its plan check process, the Sustainable City Program goals and obJectives, and the Santa Monica community as a whole Staff will return to City Council In approximately one month With a report requesting the appointment of the Committee members The Committee, Sheltalr, and staff will work together to establish a regulatory framework and set of standards for ImplementatIon ThIs set of recommendatIons wIll be subject to a publiC review process Once a draft gUideline document IS prepared, a 2 r public workshop will be held to discuss the proposed gUldelmes and SOliCit public Input It IS Intended that the gUidelines will be a set of easy to understand standards for use by staff and dlstnbuted to the building and development community Sheltalr SCientific Limited IS a Vancouver. Bntlsh Columbia-based bUilding sCIence research and design firm specializing In the environmental and energy Impacts of the bUilt environment Ian Theaker, a pnnclpal at Sheltalr, will serve as project manager Sub-consultants to the team Will Include people with expertise In architecture, energy, waste reductIOn, and other sustainabillty issues BUDGETIFISCAllMPACT The estimated cost for Phase Two of the Sustainable Development GUidelInes project JS $200,000 FundIng for Phase Two is avaIlable from eXisting Planning and Community Development account # 01-210-266-00000-5506-00000 ($65,000) and from the EnvIronmental Programs DIVISion of the Environmental and Public Works Management Department account #31-500-662-00000-4439-00000 ($135,000) RECOMMENDATION Staff recommends that the City Council authorize the City Manager to negotiate and execute an agreement with Sheltalr SCientific Limited to proceed with Phase Two of the Sustainable Development GUidelines Project for construction and development projects In the City of Santa Monica In an amount not to exceed $200,000 Authorization IS also requested to return to City Council for approval of a Technical AdVisory Committee to 3 . ~ advise staff and consultants dUring the project Prepared by Craig Perkins, Director of Environmental and Public Works Management Suzanne Frick, Director of Planning and Commumty Development Susan Munves, ConservatIon Coordinator 4 --- --- ------ --- --- - --- -
