SUBJECT Authorize the City Manager to Enter Into a Three-year Lease Agreement
with GMAC for One EV1 Electric Car
Introduction
This report concerns award of a lease for a three-year penod of one (1) General Motors
EV1 Electnc car and battery charger for the Transportation Department, for a one-time
total amount of $15,941 58
Background
As reported to the City Council In September of 1996, the Transportation Department IS
committed to sWitching to low emiSSion fuels, such as compressed natural gas (CNG)
and zero emiSSion, battery powered vehicles
The Transportation Department's fleet of service cars consists of five dual-fuel
(CNGlgasollne) vehicles The Maintenance DIvIsion's service trucks Include two dual-
fuel vehicles In February 1997, the Big Blue Bus Introduced three 26-foot battery
powered electnc buses Into the Santa Monica Tide Shuttle service which have been
performing well With the success of the electnc buses, Maintenance DIVISion staff

support of the Big Blue Bus service fleet The EV1 will be used for checking schedule
adherence, condition of bus stops and benches, picking up and delivenng vanous
matenals, and transportation to and from vanous City and transportallon related
meetings
The Transportation Department proposes to enter Into a sole source procurement with
Saturn Corporation for an EV1 vehicle There are no other U S suppliers of original
equipment manufacturer (OEM) vehicles Currently, the vehicles are not being sold,
only leased The lease contract IS through General Motors Acceptance Corporation
(GMAC) and takes advantage of the recent reduction m the lease costs

Funds for the lease of one (1) General Motors EV1 are available In the capital outlay
account 41-600-658-00000-8806-00000
Recommendation
City staff recommends that the City CounCil authonze the City Manager to enter Into a
three-year lease agreement for $15,941 58 with GMAC for an EV1 and battery charger
