SR-6-I (36) PeSt) 4f-9162- CCS ~I (jJhk(ffrff' 6C(1f c c.s JUL 0 8 1991 EPWM CP RG F \EPWM\ADMIN\WPDOCS\STAFFRPT\CIWMB2 WPD Santa Monica, California Council Meeting July 8, 1997 To Mayor and City Council From City Staff Subject Recommendation to Amend ResolutIon Number 9135 Authorizing the City Manager, or Designee, to Submit and Execute Used 011 Recycling and Household Hazardous Waste Grant Applications to the California Integrated Waste Management Board Introduction This report recommends that the City Council amend Resolution Number 9135 authorizing the City Manager to submit and execute Used 011 Recycling and Household Hazardous Waste Grant applications to the California Integrated Waste Management Board This amendment allows for the City Manager to appoint a designee to sign grant Implementation documents submitted to the California Integrated Waste Management Board (CIWMB) DISCUSSion The CIWMB offers grants to local governments to enhance eXisting programs that address the proper management of used 011 and other household hazardous waste The CIWMB makes grants available annually Each grant application must Include an approved resolutIOn from the City Council authorizing submittal of the grant application and IdentifYing the IndivIdual or their designees authorized to execute all necessary applications, contracts, agreements and amendments to the grant The anginal 1 lo1 JUl 0 8 1997 resolution adopted on April 8. 1997 did not specifically allow for the City Manager to select a designee to submit documents related to the Implementation of CIWMB grants This amendment would allow for the selection of a designee but would limit the designee's authority to the administrative Implementation of any awarded grants For purposes of Implementation of the CIWMB grants. the designee would be the Director of Environmental and Public Works Management The City Manager would continue as the only authorized signatory of grant applications Financial/Budget Impact There IS no FinancIal/Budget Impact associated with adopting the amendment to Resolution Number 9135 Recommendation Staff recommends that the City Council amend the Resolution Number 9135 authorizing the City Manager to assign a designee to Implement Used 011 Recycling and Household Hazardous Waste Grants from the California Integrated Waste Management Board Prepared by Craig Perkins, Director of Environmental and Public Works Management Roger Gorke, Semor Administrative Analyst Attachment Resolution 2 CM CP BJ DR CIWMBRES WPD Santa MOnica, California Council Meeting July 8. 1997 RESOLUTION NUMBER 9162 (CCS) (CIty CouncIl Serles) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA MONICA AUTHORIZING THE CITY MANAGER TO SUBMIT AND EXECUTE USED Oil RECYCLING AND HOUSEHOLD HAZARDOUS WASTE GRANT APPLICATIONS TO THE CALIFORNIA INTEGRATED WASTE MANAGEMENT BOARD WHEREAS. the people of the State of CalifornIa have enacted the California Oil Recycling Enhancement Act whIch provides funds to cltles and counties for establishIng and maIntaining local used 011 collection programs that encourage recycling or appropnate disposal of used 011, and WHEREAS, the California Integrated Waste Management Board has been delegated the responsibility for the administratIon of the program within the state, Including setting up necessary procedures governing applIcatIon by CIties and countIes under the program. and WHEREAS. the applicant will enter Into an agreement With the State of CalifornIa for the Implementation of a used oil collectIon program, NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Santa MOnica 1 Authonzes the submittal of grant applications to the California Integrated Waste Management Board for all available grants under the California 011 Recycling Enhancement Act and all available HHW grants under the California Integrated Waste Management Act for the penod of three years from July 1, 1997 through July 1, 2000 2 Authonzes Santa Monica's partiCipation In a three year cooperative project With Los Angeles County acting In the lead capacity, authonzes 10% of the total Used all Recycling Block Grant (Fifth Cycle) funds for which the City of Santa Monica IS eligible, be appropnated by the Callforma Integrated Waste Management Board to Los Angeles County to Implement s8ld prqect, and authonzes Los Angeles County to execute all necessary applications, contracts, payment requests, agreements and amendments hereto for the purposes of secunng the above mentioned grant funds and to Implement and carry out the CooperatIve Project ---- -- ---
