BACKGROUND On October 22, 1996, the City Council awarded a three-year contract to Metro Building Maintenance Co, ("Metro") to prOVide custodial servIces to the City Services Group of the City-wIde custodial services contract Metro began servIcing the varIous City sites (City yards, PAL, Pollce Substation and Harbor Offices, Water Treatment Plant, Animal Shelter, Airport, Fire Department Headquarters, 612 Colorado) that make up the City Services Group on February 15, 1997. City staff repeatedly notifIed the vendor of deficient serVice The vendor did not Improve service levels. Based of thiS performance, In consultation with the City 1 .. ~ ,t~ ~ ; I ^ ~ ~ ~ ... Metro's contract was terminated on June 19, 1997 DISCUSSION Prior to awarding the contract to Metro, a Request for Proposal process was initiated. High Tech Bulldmg Maintenance IS the next qualified bidder EvaluatIon crltena m thiS bidding process Includes, but were not lImited to, tralnmg for employees, employer-sponsored health Insurance coverage and Disadvantaged Busmess Enterprise (100% disadvantaged ownership, 94% mmorlty workforce). High Tech has agreed to proVide temporary services to the City Services Group sites on a month to month baSIS startmg June 20, 1997 and, when a final contract IS signed, proVide the reqUired services until February 14, 2000, the ongmal termmatlon date for the CitY-Wide contract. BUDGET/FISCAL IMPACT The three-year contract was onglnally awarded to Metro BUilding Maintenance Company for an annual cost of $88,556. High Tech Building Mamtenance orlgmally bid an annual cost of $101,296, an Increase of $12,740 per year.
