SUBJECT: Recommendation for City Council to Authorize the City Manager to
Negotiate and Execute a Contract with HIgh Tech BUlldmg
Maintenance Co to PrOVide Custodial Services
INTRODUCTION
ThiS report recommends that the City CounCil authorize the City Manager to
negotiate and execute a contract wIth HIgh Tech Building Maintenance to prOVide
custodIal services to the City Services Group of the City-wide custodIal services
contract.
BACKGROUND
On October 22, 1996, the City Council awarded a three-year contract to Metro
Building Maintenance Co, ("Metro") to prOVide custodial servIces to the City
Services Group of the City-wIde custodial services contract Metro began servIcing
the varIous City sites (City yards, PAL, Pollce Substation and Harbor Offices,
Water Treatment Plant, Animal Shelter, Airport, Fire Department Headquarters,
612 Colorado) that make up the City Services Group on February 15, 1997. City
staff repeatedly notifIed the vendor of deficient serVice The vendor did not

Attorney's office, staff concluded that It was In the best Interests of the City to
terminate the contract. Metro's contract was terminated on June 19, 1997
DISCUSSION
Prior to awarding the contract to Metro, a Request for Proposal process was
initiated. High Tech Bulldmg Maintenance IS the next qualified bidder EvaluatIon
crltena m thiS bidding process Includes, but were not lImited to, tralnmg for
employees, employer-sponsored health Insurance coverage and Disadvantaged
Busmess Enterprise (100% disadvantaged ownership, 94% mmorlty workforce).
High Tech has agreed to proVide temporary services to the City Services Group
sites on a month to month baSIS startmg June 20, 1997 and, when a final contract
IS signed, proVide the reqUired services until February 14, 2000, the ongmal
termmatlon date for the CitY-Wide contract.
BUDGET/FISCAL IMPACT
The three-year contract was onglnally awarded to Metro BUilding Maintenance
Company for an annual cost of $88,556. High Tech Building Mamtenance
orlgmally bid an annual cost of $101,296, an Increase of $12,740 per year. Funds
for thIS contract are avaIlable In various operating accounts In vanous departments
that receive custodIal services

RECOMMENDATION
Staff recommends that the City Council authorize the City Manager to negotiate
and execute a three-year contract with HIgh Tech Building Maintenance for
$50,648 for the period of August 1, 1997 to February 14, 1998, and $101,296
per year for the remaining two years of the contract, ending February 14, 2000
