Streets bounded by 26th Street, Santa Monica Boulevard, Yale Street and Colorado Avenue . 15th Street between Montana Avenue and Alta Avenue (change of hours) . 14t'1 Street between Montana Avenue and Alta Avenue . 18th Street between Broadway and Santa MOnica Boulevard . Centmela Avenue between Wilshire Boulevard and Lipton Avenue . 22nd Street between California Avenue and Washington Avenue DISCUSSION ReSidents from the proposed zones submitted qualifying petitions for preferential parking The cntena used for the establishment of preferential parking are 6G 1 - .. property In the area of the proposed zone, . no unreasonable displacement of non-resident vehicles Will result Intop surrounding neighborhoods, . a shortage of reasonably available and convenient residential related parking spaces eXists In the area of the proposed zone, . alternative solutions are not feasible or practical Staff determined that all of the proposed parking zones satIsfy the criteria In the enabling ordinance for the establishment of preferential parking Specifically, the proposed preferential parking zones are most strongly supported by the crltena that state, "non-resident vehicles substantially and regularly Interfere With the use of the majority of available publiC street" and "non-resident vehicle Interference occurs at regular and significant dally or weekly Intervals" Each proposed zonels discussed below 2 Princeton Street Princeton Street between Colorado Avenue and Broadway IS part of the MId-City Nelg hborhood Staff met wIth representatives of this neighborhood several years ago to discuss the procedure for petitioning for preferential parking because of the parking problems they were experiencing with the employees of Colorado Place (currently MGM), Watergardens, NME Headquarters (recently occupied by MTV) and the students from the Gemological Institute The original plan discussed with the neighbors was to include the area bounded by 26th Street, Santa Monica Boulevard, Centlnela Avenue and Colorado Avenue The Mid-City Neighbors group collected signatures from several streets In the area with only one of these blocks having the appropriate number of signatures (67%), Princeton Street between Colorado Avenue and Broadway The parking analYSIS Indicated that the average occupancy rate IS 86% between the hours of 7 00 a m and 7 00 pm, WIth the peak occupancy of 100% occumng at 12 00 P m The percentage of reSident vehicles was only 17%, indicating a Significant Impact by non-reSident vehicles DUring the parking survey and throughout the process, a number of the reSidents and some of the non-reSident parkers themselves, have mdlcated the majority of the daytime parkmg IS utilized by employees of the neighboring commercial developments (MGM, Watergardens and MTV) which have parking on-site for their employees Staff recommends that a larger area be established (bounded by 26th Street, Santa MOnica Boulevard, Yale Street and Colorado Avenue) Staff recommends thiS larger 3 zone with the anticipation that the residents of these surroundmg streets will want to be Included In the zone at a later date This approach of establishing a larger zone has been successfully Implemented In the past By establishing a larger zone, preferential parking for adjacent streets can be Implemented when petitIons are received from the residents of the street without the need to proceed with the long preferential parking process Princeton Street Will be the only street In this zone posted at this time Staff recommends the parking restrictIons for thIS zone be "No Parking 8 00 a m to 600 pm, Dally, Except by Permit" 15th Street The 600-700 block of 15th Street between Montana Avenue and Alta AVenue IS requesting a modification to the hours of enforcement of their eXisting preferential parking zone ThIS block of 15th Street IS currently PreferentIal Parkmg Zone G, with restrictions of "Two Hour Parking, 900 a m to 6 00 pm, Dally, Except by Permit" The development and populanty of the Montana Avenue bUSiness dlstnct has forced these reSidents to petition to have the restnctlons modified to "One Hour Parkmg, 900 a m to 9 00 pm, Dally, Except by Permit" These modifications reduce parking to One Hour and extend the hours of enforcement by three hours Into the evening and Include weekends The parking analysIs Indicated the average occupancy on the weekend was 59% on Saturday and 54% on Sunday The occupancy ranged from a low of 31 % at 7'00 a m 4 to a high of 86% at 1 00 P m on Saturday and from 27% at 7 00 a m to 73% at 4 00 pm on Sunday The parking Impact IS caused by VIsitors to The Wild Oats Market and Yoga Works and are the primary reasons for the extended hours of enforcement 14th Street The reSidents of 14th Street between Montana Avenue and Alta Avenue have requested the establishment of preferential parking on their street The proposed zone IS primarily smgle-famlly residential development Staff conducted daytime and evening field investigations and determmed that the area IS Impacted by VISitors and employees of the adjacent Montana Avenue bUSiness district The parking analYSIS for 141h Street showed an average occupancy of 58% during the parking study hours of 700 a m to 700 P m WIth a peak occupancy of 84% occurring at 3 00 P m The majority of these cars are concentrated at the south end of the block adjacent to the Montana Avenue bUSiness dlstnct These non-resIdent vehicles regularly Interfere With the majority of available on-street parking spaces Staff recommends the preferential parking restrictions be "One Hour Parking, 9 00 a m to 9 00 P m I Dally, Except by Permit" These hours of enforcement will be consistent With the proposed preferential parking restrictions on the adjacent block of 15th Street 5 1Sh Street The 1400 block of 18th Street between Broadway and Santa Monica Boulevard contains numerous multi-unit residential bUildings with InsuffiCient off-street parking for the residents The entire area has 42 available parking spaces with an average occupancy of 90% between 7 00 a m and 7 00 pm, and a peak occupancy of 110% (including vehicles parked Illegally) occurnng between 11 00 a m and 12 00 P m The majority of these parkers are non-resident vehicles, with an average of only 10% reSident vehicles These non-resident parkers are employees and vehicles staged for repair from the Honda dealer on the southwest corner of 18th Street and Santa Monica Boulevard These non-resident parkers substantially and regularly Interfere with the use of the majority of available public street Staff recommends "No Parking 9 00 a m to 9 00 pm, Monday through Saturday, Except by Permit" These hours of enforcement are Identical to the adjacent Preferential Parking Zone Y In the 1400 block of 19th Street Centinela Avenue The reSidents of Centmela Avenue between Wilshire Boulevard and Lipton Avenue have requested a preferential parking zone ThiS block of Centlnela Avenue currently has two hour parking restrictions because of the proximity to Wilshire Boulevard commercial development The reSidents on thiS block have petitioned for preferential parking to allow themselves to park In front of their homes for longer than two hours 6 --- The parkmg analysIs Indicated that the two hour parking restriction IS effective In preventing long-term non-resident parkmg In the neighborhood with an average occupancy rate of 25% However, this two hour restriction applies to both reSidents and VIsitors parkmg on the street In order to proVide longer term parking for the reSidents, staff recommends the parking restrictions be "Two Hour Parking, 9 00 a m to 6 00 pm, Monday through Saturday, Except by Permit" This meets the cntena established for approval of preferential parking 22nd Street ReSidents of 22nd Street between California Avenue and Washington Avenue have requested a preferential parking zone for the block of smgle family reSidences This block currently has ''Two Hour Parking, 900 a m to 9 00 pm, Monday through Fnday " The reSidents feel they are Impacted by non-resident parkers, pnmanly students who attend the University of Santa Monica on the weekends and park m thiS block of 22nd Street on Fnday mghts, all day Saturday and all day Sunday The parking analysIs showed an average occupancy of 29% on Saturday with a peak occupancy of 46% occurring at 12 00 P m Even though the data does not support the establishment of a preferential parking zone, staff recommends consistency of parking regulations In the area Therefore, staff proposes the same restnctlons for 22nd Street between California Avenue and Washmgton as In the adjacent Preferential Parking Zone 0 (2151 and 22nd Streets 7 between Wilshire Boulevard and California Avenue) which IS 'Two Hour Parking, 9 00 a m to 600 pm, Dally, Except by Permit" Prior to the Council approving the Implementing ordinances for the above dlstncts, environmental review Will be required Staff WIll be evaluating the potentIal Impacts and determining the appropriate level of environmental review BUDGET/FINANCIAL IMPACT It is estimated that approximately 900 permits will be purchased by area residents in the proposed zones ThiS Will generate approximately $13,50000 annually In additional revenue In FY 97/98 Upon adoption of the ordinances establishing the preferential parking zones, budget revenue account 01-210-415-00000-0029-10000 should be reVised to reflect an Increase of $13,500 00 Installation of signs Will be done by City crews The department's current budget should be suffiCIent to finance necessary expenditures Involved with posting these zones RECOMMENDA TION It IS recommended that the City CounCil a) Direct the City Attorney to prepare ordinances establishing seven preferential parking zones as outlined In thiS staff report, and, b) Direct the Planning Staff to conduct an environmental evaluation Five units of our buIlding are on the 1500 Block of Princeton and five units are on the 2700 Block of Colorado, directly across the street from the MTV Buildinq. I would lit. to urge the City Council to allow pr.t.rential Parkin; to Pr1ncaton Stre.t, beginning from the 1500 block, on the Corner or Princeton And Colorado, up to Santa Monica Boulevard. Our block and our condominium complex has suffered ..ver. parking problems due to the MTV buildin;, The HGM Complex and the Water Garden. The workers and vis~tor! of these buildings continue to use our street to park. Some of them park there all day. th~s has caused severe hardship to us who live on Princeton Street, especially the 1500 block. To give you an example: I had to call a serviceman to come to repair my clothes dryer. There was "nowhere" tor him to park, on either Princeton street or Colorado Street. He had a lot of equipment to carry and had to park his van in the alley behind my buildinq. I had to stand outside, next to his van, to guard it in case the police camel since no parking is allowed in the ally. If the police had corne, I would have explained the parkinq problem. However, the Sltuation has become severe and I feel parking permits will help the deleterious' impact the office bUildings have had on our street. Two hour limitations on parking would be dlfficult to enforce. I feel the recommended parking restriction hours between 8:00 A.M. to 6:00 P.M. would help ease the severe disruptlon the office buildings have had on our neighborhood. I have lived at 1555 Princeton Street for fifteen years, and the park'infj-problem ha~ never been as serlOU5 as it is now. The park1.ng probl~J;!l will be gett~n9 even more sev~re in ~~~ nea~ fut~re, because MT~.~lll be renting o~t a 1arge ~oftion of their bUlfdinq. At this time, they are only u51ng the west end of the building, the part that faces 26th Street.
