Sweeper and One (1) Air Sweeper, Bid #2634

This report concerns an award of bid to furnish and deliver one (1) mechanical sweeper
and one (1) air sweeper for the Street Sweeping DIvIsion, Environmental and Public
Works Management Department In the total amount of $339,480 50, including applicable
sales tax

In response to published Notices InViting Bids published May 6 and 7, 1997 to furnish and
deliver one (1) mechanical sweeper and one (1) air sweeper In accordance With City
specifications, bids were received and publicly opened and read on May 21, 1997
Proposal forms were mailed to SIX (6) vendors and notices were advertised In accordance
With City Charter and MUniCipal Code provisions Three (3) proposals were received as

The sweepers Will be used by Street Sweeping DIvIsion staff for cleaning City-owned
streets and parking lots These Units Will replace two older ones (1985 and 1987)
currently scheduled for replacement under the vehicle management program
City bid speCifications requested dedicated CNG powered Units and required that all
significant equipment features be furnished without exception and Included In the
purchase price of the Units The bid submitted by Nlxon-EglI EqUipment Company IS non-
responsive due to numerous exceptions made to Items deSCribed In the speCifications
Staff has evaluated the bids submitted by GCS Western Power & EqUipment for a CNG
powered air sweeper, and Carde Pacific Corp for a CNG powered mechanical sweeper
and finds that they meet City speCifications The purchase of these CNG powered
sweepers are consistent with the City'S reduced emiSSions fuel policy

Improvement Budget, account number 54-710-461-20097-8900-99167, "Fleet Vehicle
Replacement Program"
Recommendation
It IS recommended that Council reject the bid submitted by Nlxon-Egli Equipment
Company as non-responsive and that the award of Bid #2634 be split between GCS
Western Power & Equipment for one CNG powered air sweeper In the total amount of
$156,53800, including applicable sales tax, and Carde PaCific Corp. for one CNG
powered mechanical sweeper In the total amount of $182,94250, Including applicable
sales tax, as the most responsible bidders
