INTRODUCTION
ThIS supplemental staff report responds to parking concerns raised In a comment letter
from a resident with regard to proposed modifications to the Edgemar project located at
2415-2449 Main Street
DISCUSSION
Staff received two letters dated May 16.1997, and July 18,1997, respectively. from Mr
Rick Laudatl expressing concerns regarding parkmg Issues related to the project These
Issues centered on the use of parking lots 10A, 11, and 12, the process the CIty uses to
verify parking studies, standards. and credentials, particularly with respect to the Edgemar
parking studies submitted by Meyer, Mohaddes Associates Inc supporting the variance
for the reduction m parking. and background mformatlon as to how the SMMC parking
requirements for theaters and cinemas was derived In addition, Mr Laudatl requested
Information regarding the enforcement of Conditional Use Permit 90-065 for Rockenwagner
Restaurant, speCIfically with regard to the enforcement of a condition prohibiting outdoor
seating to be used for outdoor dlnmg and alcohol service A copy of Mr Laudatl's
correspondence and Staffs response are attached

1. I would like a complete list of all the businesses on Main Street that subscribe or ::;
otherwise have some claim to public lots lOA, 11 and 12. This list should include all -
businesses that not only used or plamed to use the lots to meet City of Santa Monica
parking requirements and the like, but also those that proposed utilizing the lots as
destinations for overl1ow pArlcing in their applications. The list should also be comprised of
those businesses who did not seek: approval for parking in the public lots or the public
parking: lots were not recommended for consideration as part of the approval (as the
Planning Staff has propounded tins time around for the Edgemar project) or whose
applications were dmied but nevertheless the public lots were included in all of their
applications.
2 Please describe in detail what process the City of Santa Monica uses to verify parlring
studies and their conclusions that are submitted with applications to the Planning Division.
What standards are used to deu::iiillne if any company that produces a parlring study
warrants credibility in the application process? What credenrial~ are required and checked?
What criteria is used to accept those studies? In the case of Edgemar, what specific
credentials do Meyer. Mohaddes Associates. Inc. have related to parlring studies that
allowed their Edgemar ''Teclmical Memorandum" to be deemed credible by the Planning
Division?
3. On May 9. 1997 the Building & Safety Deptu'h~lent confinned that the Rockenwagner
restaurant is in violation of CUP 90-065. Alcohol Outlet Cooilitinns #37 . Please inform
me who is charged with enforcement of this CUP and when that enforcement will take
place? As of May 16. 1997, Rockenwagner is still operating in violation of CUP 90-065.
